Recognizing and Rewarding Outstanding Educators

Every day there are those educators who go above and beyond the ordinary to educate our children and we would like to recognize them.
The Colorado Department of Education would like to honor and reward these outstanding K-12 educators and administrators for the quality of their teaching, their professional leadership, their engagement with families and the community, and their potential for even greater contribution to the healthy development of children.
We are looking for educators who demonstrate:
• Exceptional educational talent as evidenced by effective instructional practices and student learning results in the classroom and school; • Exemplary educational accomplishments beyond the classroom that provide models of excellence for the profession; • Strong long-range potential for professional and policy leadership; and • Engaging and inspiring presence that motivates and impacts students, colleagues and the community.

State Board of Education Approves Growth Model
Attn: Superintendents
On March 6, 2008, the State Board of Education unanimously approved emergency and permanent rules on Colorado’s Growth Model. These rules will lead to implementation of a new system of accountability based on the progress of individual students over time in reaching state standards and readiness for post-secondary success.
Colorado’s Growth Model is an essential part of the Colorado Department of Education’s goal of developing a system that relentlessly focuses on the learning of all students. This commitment is central to “Forward Thinking,” the department’s blueprint for transforming its role in public education.

Important Due Date
Notice to Districts and Charters about Certification for Online Learning Programs
Attn: Superintendents, Technology Coordinators and Directors of Online Programs
Applications for certification are due on April 1st, 2008.
Who should apply and when?
Any district or charter that delivers an online program and anticipates that it will be serving more than 10 students from other districts should apply for certification. If a district is unsure, then it should self-cap at ten 'out of district students' or apply now in anticipation of growth. The certification, once granted, will be valid for two years before re-certification. Thereafter, the authorizer would apply for re-certification at three year intervals.
Online programs serving ONLY students within the authorizer’s district are classified as single-district programs and do not have to apply for certification.
Online programs which meet the definition of a Supplemental Online Program do not need to apply for certification.
What is the difference between an online program and an online supplemental program? The criteria involve two main things: location of student and source of credit or diploma. Please see the Unit of Online Learning website for clarification of the definition of a “Supplemental Online Program” and click on the FAQ tab.
Who is the "signature" authorizer?
An online program may be authorized by a district, two districts, a BOCES, or a charter. If it is authorized by a district, the Superintendent would ultimately be responsible for it just as any school in the district. So the application would be signed by the Superintendent for the district.

CBLA End of Year Assessment Reminder
Attn: Principals, Superintendents, Teachers
Many school districts have completed 28 weeks of instruction and are beginning their end of-year kindergarten through third grade CBLA assessments. As a reminder, the three State Board approved CBLA assessments are DIBELS, DRA-2, and PALS. The guidelines for scoring and reporting CBLA end-of-year assessments have been updated.
