BEST Grant Applications Due 4:00 PM Friday, June 5, 2009
Attn: Superintendents, Grant Writers, Business Managers, Operations Managers and Facilities Managers
There is going to be a 2009-2010 BEST grant cycle for eligible applicants to apply for projects addressing:
1. Health and safety issues 2. Overcrowding 3. Technology
Eligible applicants also may apply for grants addressing all other projects.
The process and online application will be similar to the previous grant application. The schedule will be as follows:
The CC-03 Capital Construction Grant Application will be available on CDE's Public School Capital Construction Assistance Web site by Monday, March 16, 2009 (see link below). Completed grant applications are due no later than 4:00 PM Friday, June 5, 2009. CDE staff will read and summarize the grant applications for the Capital Construction Assistance Board and the Colorado State Board of Education. The Capital Construction Assistance Board will meet as necessary to review applications and select applications to recommend to the state board for award. The recommended projects will be submitted to the state board before its meeting on Thursday, August 13, 2009, for action and approval. Projects approved for award by the state board will be awarded after Thursday, August 13, 2009.

TELL Colorado - Statewide Educator Survey
Attn: Superintendents, Principals and Human Resource Directors
Teaching, Empowering, Leading and Learning (TELL) Colorado is an online, anonymous survey of all Colorado public school educators to measure perceptions of their school environment. The survey will be available for educators to complete between Monday, April 13 and Monday, May 11, 2009.
The survey, called for in House Bill 08-1384, authorizes CDE to conduct a biennial survey of teaching and learning conditions. TELL Colorado is a unique opportunity to gather information about school conditions from those whose views matter most practicing educators. The purpose of the survey is to support sound educational policies and practices based on the views of teachers, principals and other certificated educators in our public schools. The results of this survey will provide local school and district educators and state policymakers with information on what is working well in our schools, and what could be working better .
Beginning Friday, March 13, 2009, and throughout the next few weeks you will see messagesabout the survey arriving via e-mail , including a Web site address where educators can find out more about it. Please assist those organizing TELL Colorado CDE, CASB, CASE, CEA, Colorado League of Charter Schools and Gov. Bill Ritter by forwarding these messages to all licensed educators.
Through a competitive process, CDE selected the New Teacher Center (NTC) to conduct the survey. NTC has conducted similar surveys in other states, and provides induction and professional development for teachers and principals across the country. In 2008, NTC conducted surveys in seven states and one large school district, hearing directly from more than 215,000 educators and providing data to more than 6,000 schools. In 2009, NTC is working with Maryland and Vermont in addition to Colorado.

BEST/Public School Facility Assessment
Attn: Superintendents, Business Managers, Operations Managers and Facilities Directors
Part of the BEST legislation is a public school facility assessment of every school district, charter school, Institute Charter School, BOCES, and the Colorado School for the Deaf and Blind facility.
The assessment has begun and will take place over the next eight months.
CDE has contracted with Parsons to conduct the assessment. All communications and scheduling for school districts, charter schools, Institute Charter Schools, BOCES, and the Colorado School for the Deaf and Blind will take place between CDE's Division of Public School Capital Construction Assistance and Parsons, so we need a single contact with whom to coordinate.

Darryl will then provide scheduling and logistical information.

Problem-Solving/Consultation Online Module Registration

Registration is available on the CDE Web site for both upcoming March 30-May 10 and May 18-June 28 free online sessions.
Individuals should be prepared to spend approximately two to four hours per week on this six-week, free online course. Participants either can receive 25 clock hours to licensure renewal or two credit hours with Adams State College.
The Problem-Solving/Consultation module targets the problem-solving that occurs at the individual student level, utilizing the consultant model to gain information and support classroom teachers and parents throughout the problem-solving process.
Here is what one of the participants said about the online course:
"Through this course, I was reminded of the importance of setting specific goals for students based on the use of research based interventions. There were some great resources shared for finding intervention ideas. I also learned how to compute a gap analysis for a student and have used this in our problem-solving meetings. This data was very helpful for the team to determine the needs of the student and how far behind they actually were. One final reminder for me was the importance of parent participation in the process. We invited our first couple of parents to problem-solving meetings, and the discussion was much richer. We appreciated having the parents' insight and the meeting moved along slowly. I really appreciated all of the resources that were shared and will reference them again in the future."

New Online Comparability Data Reporting System
Attn: Title I Coordinators and HR Directors
Demonstrating comparability ― validating that Title IA schools are funded at the same level as non-Title IA schools prior to Title IA allocations ― is required by federal law.
To bring Colorado into compliance and provide data that will help districts align resources, CDE is introducing its new online comparability data reporting system.
Only districts with two or more schools in a grade span that receives Title IA funds must demonstrate comparability, but all Title I districts must log in and confirm their status.
Districts need to appoint one person as the authorized respondent to access the data collection system, ideally a Title I coordinator. Download the respondent form from the link listed below.
Districts should access and update their teacher and student counts while the new system is open this April and May.
This is a practice year for this new system. The data are being made available for training and resource allocation guidance for the 2009-2010 school year.

Communicable Disease Reporting to Local Health Departments

CDE ― in collaboration with the Colorado Department of Public Health and the Environment ― has issued this important guidance memorandum: "Communicable Diseases and Conditions Reportable by School Personnel under Colorado Law and Related Confidentiality Duties Under Federal Law."
The memorandum addresses state law public health emergency reporting requirements for school personnel and related confidentiality requirements under the federal Family Educational Rights and Privacy Act.

RtI - Family and Community Engagement Module Trainer of Trainers
Attn: Administrators and District RtI Contacts
Response to Intervention (RtI) Family & Community Partnering: "On the Team and at the Table" Colorado's RtI framework includes family and community engagement as one of its six components. This module will train teams in how families, schools and community resources can partner together for student success within the tiered RtI process. Training focus: Learn how students, families and communities can participate in RtI. Develop knowledge of partnering legal mandates and research base. Identify challenges and solutions to successful partnering. Obtain adaptable, "takeaway tools" to support various activities. Plan how to integrate partnering into RtI framework for August 2009. Audience:
One team from each district or administrative unit who will be able to train and support educational communities in implementing the partnering components of RtI is invited to attend. It will be helpful if participants have a commitment to this topic. Suggested team members include:
An administrator A classroom teacher A family member whose sole responsibility is that voice A school mental health professional (psychologist, social worker or counselor) The RtI contact or designee A community resource (such as someone from a mental health center, educational interest group or social services agency) Someone who is familiar with current family and community initiatives

Federal Programs will host a series of webinar trainings on the 2009-2010 application beginning Wednesday, March 18, 2009.
These webinars will provide an overview of the application requirements, deadlines and the new structure of the narrative section.
We strongly recommend that all LEAs have at least one person participate in this webinar. Space is limited to 100 seats per webinar, and registrations will be accepted on a first-come, first-served basis.
