Educator Identifier Project

Ensuring that every classroom has an effective teacher is one strategy that Colorado can employ to improve student achievement while closing the achievement gap.
The educator identifier project will provide all employed teachers and principals with a unique identifier, eliminating reliance on social security numbers. The identifier will also link data sets to support continuous improvement of teaching and student learning.
For example, the identifier will link student data to teachers and provide student growth data at the classroom level. This will also allow CDE to study educator training programs and educator professional development programs. Please note that the identifier system is intended to help the state examine trends within the education system for improvement purposes; not to identify individuals for punitive purposes.
The first phase of the process will create the identifiers. CDE is building a solution that will generate the educator identifiers while allowing staff to perform case management to troubleshoot and resolve matching issues.
Phase One Milestones • March 19 – Design is complete • May 29 – The system is developed • June 1 - 15 - The first data is uploaded • June 30 – Implementation
Phase two will be the integration of the identifiers into CDE systems, the data collections, data warehouse and licensure system.
Phase three will link educator and student identifiers with the Growth Model and provide districts with reports based on their data.
With phase one underway CDE is in the process of reaching out to districts and other stakeholders to capture requirements for the development of the system. Look for more information coming soon.

CAP4K Town Hall Meeting Feb. 23 in Cortez
Attn: Principals, Teachers, Superintendents, Assessment Coordinators, Parents
CDE and the Colorado Department of Higher Education will jointly host a town hall meeting in Cortez from 5 to 7 p.m. as part of the ongoing effort to discuss the next generation of the state assessment system.
The Cortez meeting is devoted to school readiness and primary grade assessments. Educators, students, parents, business and community members and interested citizens are invited to the meeting, which will be held at Crow Canyon Archaeological Center, Mesa Verde Room, 23390 Road K in Cortez.
The gathering in Cortez will be the ninth of 14 statewide meetings planned to solicit a broad spectrum of community thinking.

Concurrent Enrollment Advisory Board Meeting

The Concurrent Enrollment Advisory Board will meet on Monday, Feb. 22 from 8:30 a.m. to 12:30 p.m. The public meeting will be held in the conference center at the Community College System Lowry Campus, 1061 Akron Way, Bldg. 697 in Denver.
During this meeting the Colorado Department of Education will seek your assistance to provide input that will help establish guidelines for the Concurrent Enrollment Programs Act.
The Feb. 22 agenda includes: • Explanation of the rule drafting process • Discussion of ASCENT guidelines • Cooperative agreement discussion • Review of a draft of the rules

Did you know that CDE is producing a standards implementation toolkit? The toolkit will include standards crosswalk documents showing connections between the current and revised standards to assist district leaders in aligning curriculum to the revised standards. Other resources include an elementary content connections document which shows common themes across elementary grades to support content integration.

Supplemental Online Education Grant RFP

The request for proposal (RFP) for the Supplemental Online Education Grant is designed to distribute funds through a competitive grant process to qualified districts, boards of cooperative educational services (BOCES) and public charter schools.
o The submission date for the 2009-2010 Grant is Friday, April 16. o The grant money will be distributed for reimbursement of expenses incurred during the current 2009-2010 fiscal year.
A supplemental online education course is defined as: • Taught by a teacher who is licensed • Delivered via an internet format to one or more students at a location that is remote from the delivery point; and • Purchased by an eligible school district, charter school, or BOCES from a provider to augment the education program provided by the eligible school district, charter school, or BOCES.

Applicants will be notified of funding decisions no later than Friday, May 21.

Conference
Special Session at Charter School Conference for Charter School Authorizers
Attn: Superintendents, Charter School Authorizers, Charter School Liaisons
Charter school authorizers are invited to attend a special three-hour session at the Colorado Charter Schools Conference from 9 a.m. to noon on Thursday, Feb. 25 at the Sheraton Denver Downtown Hotel. This special session is available to authorizers at no cost.
This session is designed to provide best practices, tools and resources to support effective charter school authorizing. Participants will learn more about the National Association of Charter School Authorizers (NACSA) Quality Principles and Standards.
Attendees will also have access to model tools including a charter school application and contract language. Charter 2.0, an initiative that supports the assurance of quality charter schools and authorizer practices is also on the agenda for discussion.

Here are the details: • Monday, April 12 – Colorado Special Education Legal Conference • Tuesday, April 13 – Spring 2010 Special Education Directors’ Meeting • Wednesday, April 14 (8 a.m. to noon) – New or near new Special Education Directors’ Orientation Meeting All three events will be held at the Red Lion Hotel Denver Central, 4040 Quebec St., in Denver. Registration opens Wednesday, February 17 and closes Friday, March 19.
Special education directors may bring one additional staff person to the Legal Conference on Monday. The directors' meeting on Tuesday will be limited to one representative per administrative unit. Wednesday's orientation will be limited to new or near-new directors.
