Help guide the vision of a next-generation data exchange system and collaborate with your technology peers across the state.
CDE is partnering with districts to host an Education Data eXchange Council. Share solutions, discuss best practices and advise the state on strategies to more efficiently and effectively exchange data. A central location for districts to share ideas and exchange information has been set up.
The next meeting will be Monday, Dec. 14 from 2 to 4 p.m. at CDE (201 E. Colfax Ave., in Denver) in the state board room. You may also join the discussion via webinar access as noted below:

National Youth Science Camp
Attn: Principals
Two high school seniors will receive a full scholarship to exchange ideas with scientists and other professionals from the academic and corporate worlds. The nearly month-long experience includes lectures and hands-on research projects presented by scientists from across the nation; overnight expeditions into the National Forest; and a visit to Washington D.C.
The NYSC experience is offered at no cost to its participants, so that selected delegates may attend regardless of their financial status. New Functionality with the Colorado Growth Model
Attn: Superintendents, District Assessment Coordinators
Using a new, enhanced version of the Colorado Growth Model software, district and school results are available by groups of students within a district or school. Results for groups of students are available by ethnicity, gender and grade. Results are also available for students identified as gifted and talented and those enrolled as English Language Learners.
To view the disaggregated data, click on “Colorado Growth Model” at SchoolView, select a district by name or using the Colorado state map, and then mouse over the bubbles in the display to view the options you have for displaying group-level detail. The new functionality also allows you to shift up a level to view growth model results for an entire district.

Specific Learning Disabilities – Revised Eligibility Criteria and Identification Process

The focus of this four-week, online course is the effective implementation of the revised eligibility criteria and identification process involved with the determination of a Specific Learning Disability (SLD).
The course will run from January 11, 2010 to February 7, 2010 and may be taken for either UCCS graduate credit or CDE professional development (recertification) hours.

Concurrent Enrollment Advisory Board meeting

Colorado Growth Model Technical Advisory Panel Meeting

Financial Management of Child Nutrition Programs

January Tracker Instrument Update—Criteria Questions and Unified Improvement Plan

In order to facilitate the C-FIRS January Tracker Desk Monitoring procedures, CDE will be pre-populating the Criteria Question responses for districts (i.e., CDE will answer the criteria questions for each district). If a district/BOCES has already answered the questions, CDE will review them to ensure the answers are correct. CDE will answer the Jan. questions by Friday, Dec. 18. After this date, each district/BOCES may begin to respond to the indicators triggered by the criteria question responses.
Several Jan. criteria questions and indicators regard improvement under Title I-A, II-A and III. If a district/BOCES uses a Unified Improvement Plan for any or all of these Titles, the district/BOCES only needs to upload this plan once.
Districts/BOCES will be expected to answer the criteria questions for the April Instrument.

Title I Targeted Assistance Program Plan Webinar

The Office of Federal Program Administration at CDE will host another webinar on the Targeted Assistance Program Plans for those who were unable to attend one of the regional trainings or December webinar. The additional webinar is scheduled for Wednesday, January 20 from 10 to 11:30 a.m.

Remember, all Title I Targeted Assistance Schools are required to develop program plans. School plans must be submitted to the LEA no later than June 30, 2010. Districts must make these plans available to CDE for review during the 2010-2011 school year. Program Plans must address the ten Targeted Assistance School Program Plan Requirements found in NCLB Sec. 1115. A guide for writing the Targeted Assistance Program Plan can be found at the link below.

E-Rate Training for Beginners

CDE will hold a one day beginner E-rate training session on Monday, Dec. 14 from to 9 a.m. to 4 p.m. The training session will cover the basics of E-rate from the history of E-rate to completing forms. This training is open to anyone new to E-rate.
All participants are encouraged to come prepared to complete the Form 470 if one has not already been completed. The following documents are needed to complete the Form 470:
· List of all area codes and prefixes for existing telephone lines · List of services for which you are seeking discounts · List of facilities for which you will be seeking discounts · Any Request For Proposals or Requests For Information that have recently been published as a part of your local procurement process · Contact information if a new Entity number is needed (if you are not the contact person for the application)
The training will be at the Denver Public Library - Central Library 10 W. 14th Avenue Parkway. A parking garage is located at Broadway and 12th Ave. for a fee. There is free internet access in the library and we encourage participants to bring a laptop if possible. Breakfast and lunch will be provided.

Assessment Stakeholder Committee Meeting this Friday in Denver

The next Assessment Stakeholder Committee meeting will be Friday, Dec. 11, from 8 a.m. to 4 p.m. at the Westin Tabor Center, 1672 Lawrence St. in Denver.
Stakeholders will forward ideas, suggestions and recommendations to CDE concerning the design of the next generation of system of assessments. This is the third of six meetings scheduled for the next 10 months. The public is invited to observe the meetings and questions or comments will be collected from public attendees at the conclusion of the meeting.
The agenda items include: a review of the revised content standards and a discussion of the framework for assessment system redesign. The Committee will also prepare for the upcoming subcommittee selection process. There will be two guest speakers, Damian Bettebenner will present, “The Colorado Growth Model: New Directions in the Use of Large Scale Assessment Data” and Stanley Rabinowitz will present, “The Merits of Growth and Recognized Industry Standards for the Design of Sound Assessments.”

Pre-Coded Labels 2009-2010
Attn: District Assessment Coordinators
The pre-coded labels collection opened Monday, Dec. 7 and will close Wednesday, Jan. 13, 2010. The pre-coded labels collection for 2009-2010 will be for all student records, grades three through 11. Pre-coded labels is an optional collection. If you do not participate as a district in this collection, the data submitted for the student October collection by your district will be used to create labels for CSAP, CSAPA and COACT test takers in grades three through 11.

Special Education High Cost Reimbursement Application Process

The 2008-2009 high cost applications for both in and out of district high cost special education students will be available on the CDE Web site beginning in mid-January, 2010. Completed applications are due by March 1. The application threshold for in district high cost special education students is $25,000 for 2008-2009. The application threshold for out-of-district high cost special education students is $40,000 for 2008-2009.
CDE will provide technical assistance to help you complete your application. Links to the applications, webinar dates and registration information will be available through The Scoop at a later date.

CSAP 2009 - 2010 Early Test Window Survey

REMINDER: Thursday, Dec. 10 is the deadline for the Early Test Window Survey for the 2009-2010 CSAP administration.
With the Early Test Window Survey you can request to administer 2010 CSAP tests earlier than the regular testing windows due to special scheduling needs (i.e. year-round, 4-track, or special calendars). Some districts may need to adjust the CSAP schedule for the entire district; other districts may only need to test early at specific schools.
