2008 SAR release

On Tuesday, Dec. 9, a CDE news release will officially launch the 2007-2008 School Accountability Reports. At that time, all SAR data will go up on the state Web site (www.state.co.us/schools) and the CDE Web site (http://reportcard.cde.state.co.us/reportcard/CommandHandler.jsp).
On the same day, the department will begin delivery of the SARs to your schools. Allowing for the variation in local mail delivery, we expect 100 percent of the SARs to arrive by Friday, Dec. 19.
Please remember, it is the responsibility of the schools to provide the parent or legal guardian of each student enrolled in the public school or, upon request, to a member of the public a printed copy of the report.

Announcing the new Colorado RtI Web site!
The Colorado Department of Education is committed to providing support and information for the effective implementation of a Response to Intervention model.
The goal of the new RtI Web site is to provide resources and tools to practitioners and families in order to support successful implementation. The future goal is that the Web site will also serve as a state level online professional learning community to support ongoing discussion about this important work. While some wonderful resources are currently available, this site is still very much under construction and will continue to evolve. Welcome and visit often!

2009 Language Culture and Equity's ELA Educator and ELA Program of the Year Award

The Office of Language Culture and Equity is announcing the 2009 ELA (English Language Acquisition) Educator and ELA Program of the Year Award. It is important to provide recognition to educators and programs that are doing great things for English langauge learners across the state.

Parent IEP Training Opportunity

CDE, the PEAK Parent Center and the Community Parent Resource Center (PRC) are offering an interactive workshop for parents and educators to learn about the Individualized Education Plan (IEP) process together. Training topics include: -How can families be involved before, during, and after IEP meetings?
-What is included in CDE’s new recommended IEP forms?
-What are some tips for working together to implement the IEP?
The intended audience is parents and educators—this is NOT a training of trainers.
This workshop is being offered regionally with one per region (PP and Metro get two). CDE & Peak will provide trainers, materials, translation if necessary, light snacks/coffee/tea. CDE will also post online registration once dates, times and locations have been set.
We ask that each region's special education directors collaborate to select a date, time and free location. We also request that they provide child care for this important opportunity if at all possible. The workshop is two and a half hours in length.

Higher Education Admission Requirements

The Department of Higher Education invites local school districts to seek waivers on the Higher Education Admission Requirements (HEAR).
In order to qualify for a waiver, each local district must draft a letter that is supported by its local board of education. These must be submitted to Julie Carnahan by Thursday, Jan. 15, 2009.

Growth Model Timeline

The Colorado Growth Model district-wide data has been distributed to all school districts and BOCES across the state and CDE is working hard to provide principals and teachers access to building-level data. In order to do so, CDE is creating a secure, FERPA-compliant log-in system, which will ensure each school receives only data for its students and that confidential information is protected. CDE is also updating the functionality of the interface to include features requested by the field. On Nov. 19, refreshed public-facing 2008 growth charts were unveiled. Future delivery dates are reflected in the timeline below. Please know that while the goal is to meet these times, unforeseen technical or financial difficulties could cause delays. • January 2009: Deploy updated public-facing data displays, which will be the same as those deployed to districts • February 2009: Conduct pilot deployment of building-level displays to schools within selected districts and BOCES • March 2009: Conduct statewide deployment of building-level displays to all schools within all districts • April – July 2009: Request/receive feedback and refine system • August – September 2009: Deploy displays with current data statewide CDE recognizes that a February pilot and a March deployment coincide with assessment preparation time and the CSAP test window, and we certainly do not want to place an additional burden or undo stress on the people we aim to serve. This timeline simply reflects a reasonable timeframe in which we can complete the necessary tasks. Once the system is ready, districts can receive their building-level data at the time of their choosing, be it March, April, May or June. School districts and BOCES are actively providing input to CDE regarding technology development and training through a growth wiki. A wiki is a page or collection of Web pages designed to enable anyone who accesses it to contribute or modify content, using a simplified markup language. New Stipend Deadline Nearing for Teachers with National Board Certification

The deadline is fast approaching for teachers to apply for a new $1,600 stipend available to those who have been certified through the National Board of Professional Teaching Standards.
Teachers must apply to the Human Resources Department at their district to receive stipends by Thursday, Jan. 15, 2009. Individual districts will collect the applications and verify the information. Districts have until Thursday, Jan. 22 to turn all forms in to CDE.
To qualify, eligible teachers must have been hired as a teacher on a teacher's salary scale in a Colorado public school district. If a teacher is less than full-time, the stipend will be pro-rated when the district provides the percentage of FTE the teacher is employed.
For educators in low or unsatisfactory schools, an additional $3,200 stipend will be added to the $1,600 stipend. The money will be transferred to the districts and BOCES in April and to teachers in early May. Funding is available for three years, but teachers must apply to their districts each year to receive funding.
Teachers who went through the certification process during the 2007-08 school year and have received notice they are certified before the Jan. 15, 2009 cutoff are eligible. In lieu of the official certificate from NBPTS, these candidates will be allowed to utilize the formal letter from NBPTS notifying them of their certification.
The stipends are in addition to any funding the district currently awards a teacher for achieving National Board Certification and are considered taxable salary per House Bill 08-1384.

DORA

On May 14, 2008, Colorado Gov. Bill Ritter signed legislation that will require all occupational therapists in the state to verify that they have met professional education, experience and examination requirements through registration with the stateʼs Department of Regulatory Agencies (DORA).
The law goes into effect on Thursday, Jan. 1, 2009, and registration is required to practice after that date. Occupational therapists employed in school districts must be registered through DORA in order to bill medicaid and in order to be compliant with state legislation guiding practice in Colorado.
DORA is now accepting registration applications. For occupational therapist registration information visit the DORA Office of Occupational Therapist Registrationʼs Web site at the link below.
The Web site includes the new registration statute and regulations, instructions for registration and the application forms. DORA has also prepared a list of frequently asked questions regarding the registration process.
