Peer Review of Educator Preparation Programs

The Colorado Department of Education (CDE) is mandated by the Colorado Legislature to ensure that educator preparation programs offered by Colorado institutions of higher education are meeting the Performance Based Standards for Colorado Teachers and endorsement related standards delineated in the Rules for the Administration of the Educator Licensing Act of 1991. To support this mandate, CDE is inviting applications from interested faculty and school district educators to participate in a peer review project as a means of ensuring that all educator preparation program content aligns with Colorado standards. In January 2011, CDE will select a panel of qualified content experts from P-20 settings to participate in a one year “Peer Review of Educator Preparation Program” (PREPP) project. Individuals selected will have experience and expertise in specific content areas (for example, elementary education, literacy, school leadership, foreign language) and will receive online training in February 2011 to become familiar with CDE protocol and responsibilities.

CDE Comprehensive Literacy Plan Volunteer Opportunity
Attn: Literacy specialists, literacy teachers, district literacy leaders, teachers, directors of ELL, Gifted and Talented, Special Education, Libraries,
Are you interested in partnering with CDE in the development of the State Comprehensive Literacy Plan?
The Colorado Department of Education''s comprehensive literacy team is creating an external literacy team that consists of key literacy leaders from across stakeholder groups, including local school districts and local school agencies, higher education, existing boards, community organizations and committees. This team will provide recommendations for the outline of the state plan and feedback and recommendations regarding the draft state literacy plan.
Candidates will complete an online application which will include copying and pasting a current resume into the application. Volunteers will need to become familiar with CDE''s "Forward Thinking" and Colorado Literacy Framework documents. In addition, the selected external team experts will have proven records of success in literacy as determined by resumes and history in working with literacy projects within the state.
The individuals chosen will be representative of expertise in the following:
- Literacy development and instruction (birth to 12) - Managing and implementing an effective literacy program at the school, district, community, and state level - Evaluation of literacy programs - Planning for and implementing an RTI model that includes screening, tiers of instruction, early intervention, validated interventions, and progress monitoring - Screening and performance measurement in phonological awareness, word recognition, phonics, vocabulary, comprehension, fluency and writing - Interventions for struggling readers, ELL, and students with disabilities - Teacher, coach, and principal professional development - Teacher preparation and state licensure/accreditation in literacy development and instruction - Community involvement around literacy development including libraries, medical facilities, community and family literacy projects, and adult literacy
Volunteers will donate their time to work collaboratively with internal leadership team including:
- Review drafts on the comprehensive plan and provide input. - Create necessary sections regarding the build out of the comprehensive plan. - Attend phone conferences and webinars, and possibly travel to CDE for internal/external team meetings regarding the comprehensive literacy plan.
The external team will be actively involved in this process through June of 2011, with the potential to consult after that date.

Webinar: Title III USDE Monitoring Visit Report

The U.S. Department of Education’s (ED) Student Achievement and School Accountability Programs (SASA) office monitored the Colorado Department of Education during the week of September 14 - 17, 2010. This was a comprehensive review of the CDE’s administration of Title III, Part A, authorized by the Elementary and Secondary Education Act (ESEA).
During the review, the ED team conducted several monitoring activities. The team reviewed evidence of implementation of the State’s Title III accountability system, State-level monitoring, technical assistance, and fiscal and administrative oversight with the State educational agency. During the onsite week, the ED team also visited two local educational agencies (LEAs) where they reviewed documentation and interviewed administrative and school staff and parents.
There were two findings in the area of Instructional Support with regard to how districts in Colorado work with private schools, and two findings in the area of Fiduciary Accountability. CDE will host a webinar on January 4, 2011 from 10-11 a.m. to discuss these findings in further detail, and to outline the actions required of LEAs in order to correct these findings.

Additional Facilitated Discussions on Curriculum and the Transition to the Colorado Academic Standards

In response to requests from the field, two additional opportunities are being considered for a facilitated discussion regarding curriculum and the transition to the new Colorado Academic Standards. The purpose of these sessions is to share information regarding the transition to the new Colorado Academic Standards.
A Front Range discussion will be held on Wednesday, Jan. 5, 2011 from 1 p.m. to 4 p.m. at Cherry Creek School District, Student Achievement Resource Center (SARC), 14188 East Briarwood Ave., in Englewood.
