Register Now for Beginner and Advanced E-rate Trainings

CDE is pleased to offer beginner and advanced training sessions for the 2012-13 E-rate funding year. Training is available for all E-rate applicants and service providers.
The beginning training session is designed to introduce new applicants to the E-rate process. This training will go over the history of E-rate, application process, and form completion. Applicants are encouraged to bring forms completed in previous years and documentation to complete the form 470 application.
The advanced session will cover topics that are suggested by attendees. If there is a specific topic of interest, be sure to add that topic when completing the registration form. Additionally, the 6th Report and Order and CIPA will be covered.

ESEA Tydings Amendment Waiver
Attn: Superintendents, Principals, Technology Directors
On Oct. 28, CDE requested a waiver from the U.S. Department of Education of the Tydings Amendment with respect to unobligated FY 2009-2010 funds under ESEA state-administered formula program. On Dec. 8, the USDE granted CDE’s waiver request to extend the spending period for these funds.
The waiver applies to the following funds: Title I, Part A Grants to Local Educational Agencies Title I, Part A Grants to Local Educational Agencies (Recovery Act) Title I, Part B, Subpart 3 Even Start Title I, Part D State Agency Neglected and Delinquent Program Title II, Part A Improving Teacher Quality State Grants Title II, Part B Math Science Partnerships Title II, Part D Enhancing Education Through Technology (Ed-Tech) State Program Title II, Part D Enhancing Education Through Technology (Ed-Tech) State Program (Recovery Act) Title III, Part A English Language State Grants, including Set Aside Title IV, Part A Safe and Drug Free Schools and Community Grants State Assessment Grants
Accordingly, local education agencies may continue to spend any remaining FY 2009-2010 funds until Sept. 30, 2012 or until funds are depleted, whichever comes first. 2011-12 Civil Rights Data Collection

The 2011-12 Civil Rights Data Collection will be a universe collection from all local education agencies, schools and state-operated facilities (e.g. schools for the deaf and blind and other facilities for individuals with disabilities and juvenile justice facilities). This is the first collection from a universe of school districts since 2000. In Colorado, the Civil Rights Data Collection will be collected directly from school districts and not through the state education agency. In preparation for this important data collection, it is important to make sure that leaders at all LEAs are aware of the collection’s plans and requirements. The Office for Civil Rights has prepared a schedule and quick summary of data elements on the collection. You can also find the 2011-12 FAQ and survey form with definitions on the below referenced website. The Department plans to continue communications about the data collection by posting regular updates to various listservs. The first formal step in the 2011-12 process will be for the Office for Civil Rights to send a letter to each Colorado superintendent regarding the 2011-12 Civil Rights Data Collection within the next month. The NCLB Accountability and State Accountability Instruments in the Tracker system are now open for UIP submissions due to CDE by Jan. 17, 2012. Resources for submitting your UIPs through Tracker are located on the bottom of the UIP resources page: http://www.cde.state.co.us/Accountability/UnifiedImprovementPlanningResources.asp
Plans due to CDE by Tuesday, Jan. 17, 2012 are summarized below: Under State Accountability -Schools: Turnaround Plans or Priority Improvement Plans -Districts: Turnaround Plans or Priority Improvement Plans; High Priority Graduation designation.
Under NCLB Accountability -Schools: None (districts review schools' Title I improvement plans) -Districts: Title I Program Improvement or Corrective Action; 2141c Identification under Title IIA; Title III Program Improvement (missed AMAOs).

Update
Governor's Executive Order 5 Rollout

The Colorado Department of Education has been working with the Governor's Office on Executive Order 5 which requires state rulemaking agencies to consult with and engage local governments prior to the promulgation of any rules containing mandates.
Beginning in January, superintendents may be asked, through a brief email survey, to provide feedback on a conceptual idea of a potential rule that impacts them. Participation is voluntary, but potential feedback could help identify solutions to problems and determine if there is a cost to local government.

Unified Improvement Plan Resources

A wide variety of resources are available to help schools and districts as they update their Unified Improvement Plans (UIPs).
Tracker Resources The Department has added several resources to the CDE UIP website at http://www.cde.state.co.us/Accountability/UnifiedImprovementPlanningResources.asp to support districts as they submit their UIPs. While many of these resources are geared towards districts required to submit UIPs in January, they contain useful information for all submitters.
The resources include: • Tracker 101 - This tutorial details the basics of Tracker and illustrates the process January submitters will use to upload and submit their UIPs to CDE via the online Tracker system • Handbook for Submitting UIPs and Submitter Facts Sheet – These documents outline the submission process in Tracker (designed for January submitters) • How to Reset Your Password - (designed for ALL submitters) • Summary of Plan Submission Process – A summary chart and timeline of the submission process (designed for ALL submitters)
UIP Online Tutorial CDE has posted an online tutorial about the unified improvement planning process at: http://www.cde.state.co.us/media/training/UIPBasics/player.html.
UIP Addenda Forms CDE has posted UIP addenda forms to supplement district and school UIPs. For schools and districts with unique requirements (e.g., Title I programs), the forms provide an easy-to-use format to ensure that all requirements are met by pasting the form to a completed UIP template. This form provides a way to ensure all components of the program are met through (1) assurances, (2) descriptions of the requirements or (3) a cross-walk of the program elements in the UIP. Note that districts identified through Title IIA (2141c) are required to use the addenda form. UIP Examples Among the most recent updates are four annotated, reviewed plans from 2010-11.
