Vote for Colorado Legacy Schools in the Pepsi Refresh Project!

Colorado is competing for $250,000 from the Pepsi Refresh Project to help students succeed in college and excel in math and science.

Starting today, and for the entire month of December, the Colorado Legacy Foundation encourages the public to support public education by voting for “Colorado Legacy Schools” daily. The two projects with the most votes on Dec. 31 each win a $250,000 grant.

Voting tips to maximize support:

Colorado Legacy Schools is a statewide math-science initiative that will significantly increase the number and diversity of students enrolling in and passing math, science and English advanced placement (AP) exams across Colorado. The $250,000 grant will provide teacher incentives, student exam fees and student prep sessions to about 2,000 students and 65 teachers across Colorado. Unified Improvement Plan Submission Process

Attn: Superintendents, District Accountability Contacts, Federal Programs Contacts, Any district staff submitting UIPs

CDE will be using Tracker to collect Unified Improvement Plans (UIPs) for identified schools and districts that are expected to submit plans by Monday, January 17, 2011.

The Tracker System is an online tool that allows districts to upload documents and communicate with CDE about those documents. The system is open for submissions beginning today, Dec.1. A summary of the submission process has also been posted on SchoolView's Learning Center. Note that each district is expected to identify a person to submit plans through Tracker. Forms for identifying the respondent can also be found on SchoolView.

Historically, Tracker has been used to support federal reporting requirements for NCLB and ARRA. Most districts have at least one person that is already familiar with how the system works. However, districts may select another person to upload documents and submit for this particular the UIP collection. The identified respondent will be issued a username and password. If the respondent already has a password, then it will remain the same. However, CDE still needs a completed respondent form from that district confirming the submitter for the UIP collection.

Personnel Technological Proficiency Self Assessment Survey

Many districts have selected to use the optional CDE Personnel Technological Proficiency (PTP) Self-assessment survey for meeting the Title II, Part D reporting requirement. CDE has received some common questions about the survey and is using The Scoop to provide clarification. Frequently asked questions have been posed on the Web site at http://www.cde.state.co.us/edtech/PTPSelfAssessmentSystem.htm

Local education agencies that accept Title II Part D funds are required to report the proficiency status of their teachers, library/media specialists and administrators. CDE is collecting this information through the Regular HR/SPED December 1 collection systems.

As a service to LEAs, CDE created a PTP self-assessment survey and made it available at no charge. LEAs are not required to use the survey tool and may collect proficiency data in many other ways. If the LEA does choose to use CDE’s PTP self-assessment, please be sure to inform your teachers that they should answer the questions accurately based on their own ability to perform the tasks listed and not on the availability of technology in their building.

The personnel proficiency data collected in the HR collection (regardless of the method used to collect the data) will be reported to the U.S. Department of Education to satisfy the Title II Part D Personnel Technological Proficiency reporting requirement. The state will report the total number of teachers, library/media specialists and administrator proficient or not proficient for each agency. CDE will not report individual teacher data to the U.S. Department of Education. Furthermore, CDE will not post the data on its Web site or any other Web site. However, LEAs are encouraged to use the data to inform decisions around local professional development.

The PTP data collection will be available until the HR/Sped collections close, whichever is later. If the district elects to use the survey, code all required staff as 07 PTP Self Assessment Survey and zero fill or leave the remaining fields blank. Once the collection is submitted, the system will provide an error message that will inform the LEA which staff have not completed the survey. The PTP data is a level 2 edit therefore the LEA will need to refer to the schedule provided by HR or Special Ed to determine when the survey should be completed.

The PTP data collection should not be confused with the new S.B. 10-191 teacher and principal evaluation requirements. The state is not planning on requiring the use of the PTP data in the implementation of S.B. 10-191.

Online Course: Specific Learning Disabilities – Eligibility Criteria and Identification Process (1/10 – 2/6)

Intended Audience: administrators, special educators, team leaders, school psychologists

Course Description: The focus of this four-week, online course is the effective implementation of the eligibility criteria and identification process involved with the determination of a Specific Learning Disability (SLD). Participants will gain knowledge and skill in:
• State and federal laws related to SLD eligibility
• Relationship of RtI to SLD identification
• Referral and evaluation process
• Application of the revised SLD eligibility criteria
• Required documentation
• Special considerations
• Implications for changes in professional roles and practice

Dates: The course will run from January 10 – February 6, 2011, and may be taken for either UCCS graduate credit for a fee or CDE professional development (recertification) hours at no cost.

District Level Unified Improvement Plan Webinar for Federal Programs (Titles IA, IIA and III)

The Office of Federal Programs is offering two webinars on the district level Unified Improvement Plan process as it pertains to NCLB requirements. Districts or grantees that are identified for improvement under Titles IA, IIA and/or III, will need to use the UIP template and submit the plan by Monday, Jan. 17, 2011. While the UIP can meet multiple planning requirements (e.g., state accountability), this particular training will focus on the unique requirements of NCLB programs.

Special Presentation on Educator Effectiveness: A Vision for Education Reform in Colorado

The Colorado Legacy Foundation invites you to this special presentation for the State Council for Educator Effectiveness. This presentation will be held on Friday, Dec. 3 from 9 a.m. to 11 a.m. at the Wells Fargo Hershner Room, 1700 Lincoln St. in Denver.

Guests will include Theodore Hershberg, Ph.D. and Claire Robertson-Kraft with Operation Public Education who will discuss the comprehensive framework for school reform presented in “A Grand Bargain for Education Reform: New Rewards and Supports for New Accountability” (Harvard Education Press, 2009).

Topics covered include: using multiple measures for teacher and administration evaluation, the role of value-added assessment, differentiated compensation through a career ladder and a Peer Assistance and Review process for teacher remediation and dismissal.

EDAC Data Collection Calendar, Policies and More

EDAC is pleased to announce that the 2010-11 data collection calendar is currently available at http://www.cde.state.co.us/cdereval/collectioncalender.htm.

This useful tool lists every collection and presents a variety of information about each. EDAC reviews over 130 Colorado Department of Education (CDE) and other state agency data collections each year. We encourage local education agencies to remember that CDE and other state forms without an EDAC stamp are not required to be completed. If there are any questions about items which do not have an EDAC stamp, or if you have suggestions for ways that EDAC can assist in data collection review, please do not hesitate to contact any EDAC member. http://www.cde.state.co.us/cdereval/download/Word/EDAC/EDACMembershipFall2010.doc

EDAC members recently presented its Education Data Advisory Committee (EDAC) 2009-10 Annual Report to the State Board of Education. In 2009-10 EDAC reviewed 136 collections and implemented an intense review schedule in 2009-10 to meet the April 1st advance notice requirement of H.B. 09-1214. Over one-third (38 percent) or 52 collections were reviewed in March 2010.

Some of EDAC’s future efforts include supporting the development of a future new generation P-20 data system. This year we hope to implement a tracking system for new data requirements so LEAs can begin planning for altered requirements as soon as possible. Representatives also would like to create a method for data custodians to provide feedback regarding collections while still fresh in your minds. EDAC will also monitor the data burden associated with the public transparency financial requirements of 22-44-304 C.R.S. and S.B.10-191 concerning educator effectiveness. Members are supporting the internal cross-unit Colorado Basic Literacy Act (CBLA) committee headed by Deputy Commissioner Diana Sirko to address how early literacy information should be collected in the future. http://www.cde.state.co.us/cdereval/download/PDF/edacinfo/200910ReporttoSBEOct2010.pdf
