The Colorado State Board of Education will hold its December board meeting on Tuesday, Dec. 6.
The meeting will begin at 9 a.m. in the first-floor board room at the Colorado Department of Education offices, 201 E. Colfax Ave., in Denver.
Agenda highlights include:
9:45 a.m. - Update on ESEA waivers 10:30 a.m. - Race to the Top Round Three update
11 a.m. - Rulemaking hearing on the amendments to the rules for the administration, certification and oversight of online programs
1 p.m. - Rulemaking hearing on the standards for charter schools and charter school authorizers
1:45 p.m. - Review and approve recommendations concerning school plan type assignments

BEST Grant Applications due Friday, March 2, 2012
Attn: Superintendents, Business Managers, Facility Managers, and Grant Writers
The BEST 2012-13 grant cycle allows eligible applicants to apply for projects addressing health and safety issues; projects to relieve overcrowding; projects addressing technology; and all other projects. The grant application will be available on the capital construction website by Friday, Dec. 2. Completed grant applications are due no later than 4 p.m. on March 2, 2012.

School Safety Resource Center Position Announcement

The School Safety Resource Center seeks a school safety resource specialist. This posting closes Tuesday, Dec. 6. The announcement is for a General Professional II in the Department of Public Safety – School Safety Resource Specialist.
Abbreviated job description includes: • Identifies, acquires, reviews and analyzes school safety resources relevant for use or distribution. Distributes resource information, training information, grant resources, and other materials on a regular basis. • Responds to and researches information for resource requests. • Manages and develops content for the website, the use of software or multi-media and technology options with consultation from OIT, and provides content for newsletters. • Participates in training, workshop, and conference planning. Coordinates event logistics, venues, and training activities. • Engages in multi-agency collaboration efforts for enhancing school safety. • Provides resources and support for activities, training, technical assistance, and consultation services of the Center. Provides assistance in creation of on-line learning modules and other technology resources in cooperation with other CSSRC staff.

Green Ribbon Schools

On behalf of Commissioner Robert Hammond, the Colorado Department of Education (CDE) is pleased to announce the new Green Ribbon Schools program and will soon invite public and private schools to apply for this national recognition.
The Green Ribbon Schools program was recently launched by the U. S. Department of Education to recognize schools that save energy and reduce operating costs, create environmentally friendly learning spaces, promote student health, and provide environmental education to incorporate sustainability into the curriculum.
To be eligible for this award, Green Ribbon Schools will have achieved or made considerable progress toward the three pillars established in the program: 1) energy efficient buildings; 2) healthy students and school environment; and 3) environmental literacy of all students. The combined achievement in these three areas will be the basis for the Green Ribbon Schools award. All schools must meet high college- and career-ready standards, be in compliance with federal civil rights laws, and all federal, state and local health and safety standards and regulations.
While the award confers no federal funds, winners of the Green Ribbon, like Blue Ribbon Schools, may experience national and local press coverage, re-energized staff and parents, enhanced community support, increased application rates, and new private financial assistance. Winners will be invited to participate in national and local recognition ceremonies.
Public and private schools in Colorado will submit their application for nomination to CDE. Up to four Colorado schools may be nominated by Commissioner Hammond to the U.S. Department of Education. Free Response to Intervention (RtI) Online Classes—Register now!

Six online classes related to RtI/PBIS are open for registration and will be starting soon.
Each class is six weeks long and is organized into weekly units of instruction that may be completed asynchronously. --Improving Math Outcomes for Students with Disabilities and Struggling Learners will be starting on January 2, 2012. Registration closes December 18, 2011. --Assessment/Progress Monitoring for Behavior Interventions will be starting on January 2, 2012. Registration closes December 18, 2011. --Family, School and Community Partnering: Multi-Tier System of Supports will be starting January 9, 2012. Registration closes January 1, 2012. (This class is 4 weeks long.) --Problem-Solving Consultation will be starting February 6, 2012. Registration closes January 29, 2012. --Assessment/Progress Monitoring Overview and Preparation in an RtI Model: What You Need to Know will be starting on February 13, 2012. Registration closes February 3, 2012. --A class focused on improving literacy outcomes for students with disabilities and struggling learners is under development and will be posted soon.

Online Course: Specific Learning Disabilities – Eligibility Criteria and Identification Process, Jan. 9 – Feb. 5, 2012

Intended Audience: Administrators, special educators, team leaders, school psychologists Course Description: The focus of this 4-week, online course is the effective implementation of the eligibility criteria and identification process involved with the determination of a Specific Learning Disability (SLD).
Dates: The course will run from January 9 – November 5, 2012, and may be taken for either UCCS graduate credit for a fee or CDE professional development (recertification) hours at no cost. Registration deadline is Jan. 4, although capacity may be reached prior to this date.

Consolidated Application Post Award Revisions

The Consolidated Application Post Award Revision system will open Thursday Dec. 1. There will be two opportunities for local education agencies to submit a post award revision request for the 2011-2012 NCLB Consolidated Federal Program Application: Thursday, Dec. 1 - Friday, Jan. 13 and Monday, Feb. 20 - Friday, March 16. The Post Award Revision Request System will be available at: http://www.cde.state.co.us/scriptscfpu/consapp/index.asp
Final allocations are posted on the Grants Fiscal Management Unit webpage at http://www.cde.state.co.us/cdefisgrant/NCLB_download.htm. The allocations now posted for Titles I-A, I-D, II-A, VI-B and Neglected are different than the June allocations. These figures have changed as compared with the previous allocation released on June 27, 2011 due to Congressional budget adjustments.
LEAs may only submit one revision request during each window. Accordingly, revisions for every applicable Title Program must be included in the request -- separate requests cannot be submitted for individual Title Programs. Program consultants will not review requests until the submission window closes.

Healthy School Champions Score Card Application Deadline is Jan. 10

Spread the word! The 2011-2012 Healthy School Champions Score Card application deadline of Jan. 10, 2012 is quickly approaching. Last year, 15 Colorado schools received monetary awards and additional schools received recognition through banners to help identify their schools as Healthy School Champions. This year, we will increase the number of schools receiving both recognition and monetary awards of $500 -$5,000 at the annual Healthy Schools Summit on April 4, 2012 in Denver. The Summit is open to all schools, whether or not they utilize the Score Card, and will offer an exciting day of educational sessions and networking opportunities. Updates on the Summit will be provided through the Score Card website at: www.healthyschoolchampions.org
The Score Card is a voluntary assessment tool used by schools to assess their best practices in each of the eight Coordinated School Health component areas: Health Education; Physical Education & Activity; Health Services; Nutrition Services; Counseling, Psychological & Social Services; Healthy & Safe School Environment; Health Promotion for Staff; and Community, Family & Student Involvement.
The criteria used to determine the schools chosen for this year’s recognition will include: 1) the total score achieved across all areas of the Score Card; 2) the quality of the success stories submitted for each of the component areas; 3) support letters to be submitted by a principal, teacher, parent and student; and 4) interviews to be conducted with the schools selected as finalists. Please pass this information and website along to any champions you know that are making a difference in school health.

Comparability Data Reporting Deadline and Webinars
Attn: Title I Coordinators, HR Directors, Comparability Respondents, Superintendents
NCLB requires districts that receive Title IA funds to demonstrate that their Title I schools are comparable to non-Title I schools in the same grade span and that Title I funds supplement, but do not supplant, state and local funds. The online Comparability system will close on Dec. 16. Authorized respondents need to update the system with 2011-2012 data by that date.
Two webinar trainings remain. Please attend one of them if you are the comparability respondent for your district and have not worked with this data collection in the past. Also, pass along these webinar logins to anyone in your district that might be involved in comparability data collection and reporting. It is not necessary to pre-register.
If your district needs to authorize a new respondent, download, complete and submit the form at: http://www.cde.state.co.us/FedPrograms/ti/a_comp.asp. If your respondent has not changed since last year, you do not need to submit a new respondent form.
