The Colorado State Board of Education will hold its November board meeting on Wednesday, Nov. 9 and Thursday, Nov. 10.
The meeting will begin at 9 a.m. in the first-floor board room at the Colorado Department of Education offices, 201 E. Colfax Ave., in Denver.
Agenda highlights include: Wednesday, Nov. 9 (Morning) -Budget update -Update on ESEA waivers process -2011 NAEP results
Afternoon -Approve statewide targets established in the school and district performance frameworks -Consider adoption of the educator effectiveness system rules
Thursday, Nov. 10 (Morning) -SMARTER Balanced Assessment Consortium presentation -Partnership for Assessment of Readiness for College and Careers presentation -Recognition of Colorado students who achieved a perfect score on the ACT

Nominate or Apply for the Presidential Award for Excellence in Math and Science Teaching

The National Science Foundation is currently accepting nominations and applications for the Presidential Awards for Excellence in Mathematics and Science Teaching (PAEMST) program. PAEMST is the highest recognition that a kindergarten through 12th-grade mathematics or science teacher may receive for outstanding teaching in the U.S. Since 1983, more than 4,000 teachers have been recognized for their contributions to mathematics and science education. Awardees serve as models for their colleagues, inspiration to their communities, and leaders in the improvement of mathematics and science education.

Guidance and timelines relating to the new eligibility categories for students with disabilities, as established by the recently enacted House Bill 11-1277, is now posted online. CSPR Data Submission Training Webinars
Attn: Consolidated State Performance Report (CSPR) Respondents
In compliance with U.S. Department of Education requirements, CDE annually collects and reports additional data from all school districts that receive Title I funds. The 2010-2011 CSPR online data collection system will open Tuesday, Nov. 8 and close Tuesday, Dec. 6. Questions about how many students were served in Title I-A and I-D programs and the services they received during the 2010-2011 school year will be included.
Districts will be sent detailed information about CSPR data reporting and how to register their respondents. In the meantime, CDE will host three one-hour CSPR training webinars. Just click on the link(s) below prior to the appointed times to participate.

Pest Tip of the Month - Cluster Flies
Attn: Principals, Teachers, Facility Managers
You’re used to swatting flies in the summer, but what are those flies you see in the fall and winter? Cluster flies make their debut in the autumn when they fly to the sunny sides of buildings in search of protected over-wintering sites. They are not reproducing within the structure, but they do become active on warm days and crawl out of wall voids and attics in a confused attempt to go back outside.
Adult cluster flies are a little bigger than the common house fly and have crinkly golden hairs on the thorax. The larvae of these flies develop as parasites of certain species of earthworms. They are not a health hazard to people and they do not lay their eggs in human food.
To avoid problems in the future, caulk and seal all exterior openings – a good practice to prevent many pest problems. In the meantime, get out the fly-swatter!

Reminder on ESEA Requirements for LEAs
Attn: ESEA Titles I, IIA and III Coordinators, Principals
CDE would like to remind schools and districts of several ESEA requirements that are expected to be completed at the beginning of the school year. If the following requirements have not already been met, they should be addressed right away. CDE will to continue to monitor for compliance during onsite and desk monitoring throughout the year.
NCLB Section 1119(j) – Principal Attestation: Principals in Title I schools need to attest annually that they are complying with the HQ rules. This document needs to be made available to the public, upon request. Copies should be kept on file at the school and district office.
NCLB Section 1111(h)(6)(A) – Parents Right to Know: All LEAs receiving Title I funds must notify parents of their right to request information on their child's teacher's qualifications. This is to be done at the beginning of every school year. Templates for both these form are available on CDE’s website at: http://www.cde.state.co.us/FedPrograms/tii/a_hqt.asp
Section 1118(b) & (c) – School level parent involvement policy: All Title I schools should have distributed the school-level parent involvement policy (which includes the required compact) to parents. The annual meeting for parents should have already occurred. More information can be found at the following website: http://www.cde.state.co.us/FedPrograms/ti/parents.asp
NCLB Section 3302 – Parental Notification: Each LEA receiving Title III funds must notify all parents of students they LEA has identified as ELL. The required components of this notification include: • Reason why child was identified as ELL • Level of English proficiency and how assessed • Method of instruction used in programs. If more than one, list all. • How program will meet the educational strengths of the child • How program will help child learn English • Exit requirements for programs/graduation rates for secondary students • Parents’ right to opt out of program services • In the case of a child with a disability, how the program will meet the IEP

Deadline for State Review Panel Nominations is Nov. 4
Attn: Superintendents, District Staff, School Staff
The Commissioner is currently seeking nominations for educators to serve on the State Review Panel. The State Review Panel reviews district and school turnaround plans and advises the Commissioner on key questions of district and school leadership, infrastructure and capacity for improvement. As a reminder, nominations must be received by Friday, Nov. 4. Names, along with the nominee's qualifications and resume, should be e-mailed to Associate Commissioner Keith Owen at uiphelp@cde.state.co.us. Panelists will begin training and reviews in January 2012.

Statewide Financial Assistance Priority Assessment

Facility assessment reports are still open for review. If you have asked that others in your district be given access rights, please forward them this e-mail so they may review the reports. To get additional reviewers added to your review teams please contact Dustin Guerin at the e-mail address below.
You have until Feb. 7, 2012 to review the reports for your district and provide comments, corrections or clarifications to CDE. CDE staff will address your comments and post a revised report, which will become static until next year. Once the static reports are posted, comments can be entered again but the reports will not be updated until the next cycle for annual data updates.
It is important the information in the reports accurately reflects actual building conditions. Your comments and review will help assist CDE with capital construction grant awards in the future.
