Unified District Improvement Plan Information Opportunities

Attn: Superintendents, Title I Directors, Title II Directors, Title III Directors, District Leadership Teams and anyone else involved in the development of the district improvement plans

The Colorado Department of Education has been working on a unified district improvement planning process that incorporates state and NCLB improvement and accountability requirements into a single improvement plan. The following are opportunities to learn more about the unified district improvement plan template and planning process.

Webinar – Friday, Nov. 20
A webinar will be held Friday to provide an overview of the unified district improvement planning process, elicit input from districts and answer initial questions. The webinar will be held from 8 to 9 a.m. For information on how to access the webinar go to the link below. The webinar will be recorded and available at the link below for subsequent viewing, if you are not able to participate this Friday.

Regional Trainings – throughout Dec. and early Jan.
CDE will provide regional professional development on the unified district improvement plan template and planning process throughout December and early January. A registration form for the regional trainings is available at the link below. The registration form will also be included in the state and NCLB Accountability notification letters.

A list of FAQs is posted on the CDE Web site to address common questions related to the unified district improvement plan template and planning process. This list will be updated periodically as areas of clarification become evident. The list of FAQs can be accessed at the link below.

Survey: Support for Implementation of the Revised Colorado Academic Standards

Attn: Superintendents, Principals, Teachers (Please distribute widely)

CDE would like to determine what you know about the revised Colorado Academic Standards and what support you might need to most effectively implement them following the December 2009 adoption.

Therefore, CDE has contracted with WestEd to conduct an on-line survey to gather your input. Your responses will be very useful in helping the CDE design the best plan to support you, your students, your school(s), and your district as it rolls out its newly revised Colorado Academic Standards.

It should take about 15 minutes to complete the survey. In order to provide the greatest level of security, your responses will be completely anonymous. CDE Art Call-Out Display

Attn: Arts Education Supporters

All 50 art submissions from CDE's Art Call-Out, including participation from 21 districts, are displayed online at the link below. Twenty-three high schools, eight middle schools, 13 elementary schools and 6 adult programs submitted art.

These art pieces will be displayed in our first floor lobby and fourth floor art gallery (201 E. Colfax Ave.) through March 2010. We will begin a new art call-out in March and display new works of art at the end of April 2010. Thank you to the many students and instructors who were willing to share their incredible work with us!

Colorado Growth Model Technical Advisory Panel Meeting

Attn: Principals, Superintendents, Assessment Coordinators

There will be a Colorado Growth Model Technical Advisory Panel meeting on Thursday, Nov. 19 from 1 to 5 p.m. The meeting will be held at 1575 Sherman St., across the street from CDE’s main building (201 E. Colfax Ave.) in downtown Denver. If you are a state employee, please bring your ID badge to access the building. Other visitors will need to sign in.

This meeting will continue the discussion around the School Performance Framework, especially as it relates to measures of growth. Also under discussion will be a draft framework for evaluating the performance of alternative education campuses.

Traumatic Brain Injury Network Launches Web site

The Traumatic Brain Injury Network has launched a new Web site for educators. With grant funds from the Colorado Traumatic Brain Injury Trust Fund, this site has comprehensive information on identification, evaluation and accommodation strategies for school personnel working with students who have sustained a traumatic brain injury.

Public School Permitting Process Changes

Attn: Superintendents, Facility Managers, Business Managers, Construction Managers

In accordance with Legislative changes, the Public School Construction Program is moving from the Department of Labor and Employment Division of Oil and Public Safety to the Department of Public Safety, Division of Fire Safety. This move will take place by Jan. 1, 2010.

To learn more about this move and new regulations for Public School Construction please join us on Monday, Dec. 7 at Red Rocks Community College (13300 West Sixth Avenue in Lakewood). The meeting will be held in the Community Room at 9 a.m. for school districts and 1 p.m. for certified third party inspectors.

Title I Targeted Assistance Program Plan Webinar

Attn: Title I Directors, Federal Program Directors

The Office of Federal Program Administration at CDE will be hosting a webinar on the Targeted Assistance Program Plans for those who were unable to attend one of the regional trainings. The webinar is scheduled for Tuesday, Dec. 1 at 10 a.m. To register, e-mail Clara Algiene at algiene_c@cde.state.co.us. She will send you login information and the webinar materials.

Remember, all Title I Targeted Assistance Schools are required to develop program plans. School plans must be submitted to the LEA no later than June 30, 2010. Districts must make these plans available to CDE for review during the 2010-2011 school year. Program Plans must address the ten Targeted Assistance School Program Plan Requirements found in NCLB Sec. 1115. A guide for writing the Targeted Assistance Program Plan can be found at the link below.

Highly Qualified Online System Now Open

Now that the 2009-10 regular Human Resources and December Special Education collections have opened, the Highly Qualified Online System (HQOS) is also open for districts and administrative units to work on any Highly Qualified issues for teachers. HQOS is available at https://cdeapps.cde.state.co.us/hqos/faces/hqos/home.jspx.

HQOS is a password protected system. If you do not yet have a password for HQOS, please complete and submit a respondent forms. Because there are two different HR collections, there also needs to be two different passwords and thus, two different respondent forms:

- For districts/BOCES to enter general education teacher plans, go to: https://cdeapps.cde.state.co.us/hq_district_respondent_form.htm

- For administrative units to enter special education teacher plans, (note this form must be signed by the special education director) go to: https://cdeapps.cde.state.co.us/hq_au_respondent_form.htm

The HR collections and HQOS work in tandem. If any core content teachers are flagged as non-HQ in the HR collection, then an error is generated. You will either need to correct your data submission in HR or enter HQOS. Within HQOS, the reason(s) why each teacher is not highly qualified is listed and options to fix that specific situation are offered.

HQOS enables districts and AUs to submit (1) an individualized plan on how the teacher will become HQ within the next year or (2) HOUSSE information for teachers so that they will appear on the HR collection as HQ. CDE will then review the record –giving approval or providing additional feedback on necessary changes. Once a record is approved in HQOS, you can resubmit your HR data to ADE and should no longer receive the HQ error. All records must be approved in order for you to finalize your HR data.

Assessment Subcommittee Information

Attn: Principals, Superintendents, Teachers, Others Interested in the Assessment Redesign

The Department of Education is accepting applications for subcommittees work on the assessment redesign process. In response to requests for more information, CDE continues to update the assessment section of the Web site (please see link below).

The subcommittees will meet at least twice. A third date is being reserved in case the additional time is needed. All five subcommittees will meet at the same location and times.

Meeting 1 – Saturday, Jan. 23 9 a.m. to 3 p.m., Denver (hotel TBD)
Meeting 2 – Saturday, Feb. 20 9 a.m. to 3 p.m., Eagle or Summit County
Meeting 3 – if needed, March 6, 9 a.m. to 3 p.m., Grand Junction

These subcommittees will react and provide feedback on the work of the Assessment Stakeholder group and make suggestions regarding any additional features or considerations that would improve the specifications being developed for the design of Colorado’s revised Assessment System. The five topic areas are:

• School Readiness and Early Childhood Assessment subcommittee
• Postsecondary Readiness Assessment subcommittee
• Summative Assessment subcommittee (NCLB requirements)
• Growth Subcommittee including formative (Interim/Benchmark)
• Assessment for Special Populations subcommittee

Applications will be accepted until Tuesday, Dec. 1.
