Effective Reading Instruction for English Language Learners

Colorado Read To Achieve (RTA) is offering two professional development workshops to address strategies for English Language Learners (ELL). This ELL presentation will consist of two, 2-day workshops with presenter Dr. Maria Elena Arguelles.

The workshops is geared toward elementary school teachers who teach ELL students. It will provide participants with an overview of the latest research regarding how to provide reading instruction to ELL in the areas of phonological awareness, phonics, vocabulary and academic language, fluency and comprehension.

There are currently seats available for non-Read To Achieve school staff to attend. However, space is limited, and all registrations must be submitted by Friday, November 14. All participants attend on both dates; the second date is a continuation of the workshop.

Strengthening Civic Education Grant

Attn: Superintendents, District Personnel, Civics Education Leaders

Approximately $150,000 is available during the 2008-2009 school year for Educational Civics Organizations that provide civics education (schools, school districts, BOCES, for profit and non-profit entities). The funds may be used for the development, promotion, and maintenance of programs for elementary and secondary students that address the state model content standards for civics and promote best practices in civic education.

Funded project(s) must emphasize Colorado model content standards, best practices in civic education, collaborative and on-going professional development, and building capacity of teachers to have a civic education impact in the classroom. Funding may be used for civic education programming, including but not limited to:

- Conferences/web conferences;
- Meetings/focus groups;
- Professional development;
- Study groups;
- Materials/materials development;
- In-state travel;
- Substitute teachers/stipends; and
- Online curricula development.

A minimum of one grant will be awarded to an educational civics organization. Products created with these funds will be disseminated statewide in supporting the goals of Strengthening Civic Education.

Highly Qualified Teacher Updates

Attn: NCLB HQ Contacts, Human Resource Directors

Thank you to everyone that attended the licensing/HQ/HR trainings in October. We received such a warm welcome from everyone around the state!

For those of you that were not able to make it, here are some highlights on the ADE HR collections:
• The NCLB HQ requirements remain the same. All core content teachers need to be HQ or need an approved plan to become HQ.
• The Special Education HR Collection should be opening on Monday, November 17. The Regular HR collection should be opening toward the end of November.
• The online HQ system is being integrated into the ADE system. This means that the two systems will be able to communicate and will be able to occur simultaneously. Highly Objective Uniform State Standard of Evaluation (HOUSSE) rubrics and HQ plans for non-HQ teachers will be submitted through this new system beginning in winter 2009. The HR collections should be finalized in the spring.

Resources are available on our Web site, including handouts from the training. We are also proud to release the revised NCLB Highly Qualified Handbook -- it is our sincere hope that this document can serve as a solid reference guide. It includes:
• Section I: General information about Highly Qualified teacher requirements.
• Section II: Definitions that describe the terms mentioned in the HQ teacher provisions of NCLB.
• Section III: Accountability and Compliance implications for not meeting the HQ requirements
• Section IV: Frequently Asked Questions (FAQs)

All of these documents should be posted by the end of the week.

Model Content Standards Review Subcommittee Timeline

Almost 700 Coloradans applied to participate in the Colorado Department of Education's review of the Model Content Standards. Applications are currently being vetted in a blind review process. Eighteen to 25 candidates will be selected for each of the 13 content areas. The vetting groups were given a difficult task of creating subcommittees which are both highly qualified and diverse in representation.

On Friday, November 21, letters will be mailed to all applicants indicating whether they have been selected to participate in the review process. Final lists for each subcommittee will be posted on our Web site on Wednesday, Nov. 26.

Postsecondary Workforce Readiness Assessment Pilot Stakeholders Meeting

As a part of Senate Bill 212, the Postsecondary and Workforce Readiness Assessment Pilot provides opportunities for students to engage in assessments that are directly linked to their future success in the world of higher education and work.

The results from the pilot will help the department evaluate various assessments to inform the decision regarding the proper mix of assessments for student success in the 21st century.

Expert advice and input is critical in the early stages of the pilot. The first meeting was held November 5 at East High School in Denver.

A second meeting is scheduled for Monday, December 8 at 5:30 p.m. The meeting will be held in the State Board Room at the Colorado Department of Education, 201 E Colfax Ave.
