2009 - 2010 E-rate Training Schedule

Welcome to another exciting E-rate funding year!

The regional traning schedule is complete and registration is now open.

There will be a beginners training session which is designed to introduce new applicants to the E-rate process. This training will go over the history of E-rate, the application process and form completion. Applicants are encouraged to bring forms completed in previous years and documentation to complete the form 470 application.

The advanced session will cover audits, document retention, openings, mergers, closings, special entities and cost effectiveness.

**The topics covered were also presented during the USAC Train the Trainer event held in Denver on Thursday, Oct. 23 though Friday, Oct. 24. **

The ET-IL Planning Guide is now available

The Education Technology and Information Literacy Planning Guide is now available. Please use the link below to download a copy of the planning guide.

The guide has multiple purposes. It ensures that districts and qualifying schools meet the necessary requirements to be qualified to receive Title IID Competitive and Formula funds, E-rate funds, and/or state accreditation.

It is important that districts that receive E-rate funding begin to draft new plans. FCC rule states that technology plans need to be created prior to the submission of the form 470. USAC defines the creation date as "the date your plan contains the five required elements in sufficient detail to support the services requested on your Form 470".

Grant for Children with Combined Vision and Hearing Loss

The U.S. Department of Education has awarded CDE a five-year continuation of the grant project known as the Colorado Services for Children and Youth with Combined Vision and Hearing Loss.

The grant project is designed to meet the technical assistance needs of children ages birth through 21 years who have both a vision and hearing loss (deafblindness), their families, and their services providers in Colorado school districts.

Project activities include on-site consultation, inservice training, a lending library, Fact Sheets in English and Spanish, a newsletter, and instructional modules about the educational needs of learners with both vision and hearing loss.

The grant project will be implemented by the Exceptional Student Leadership Unit. Dr. Tanni Anthony is the project director; Gina Quintana is the project coordinator; and Lori Kochevar is the support staff team member.

Reducing Children’s Exposure to Diesel Exhaust

The Air Pollution Control Division of CDPHE has received funding to begin retrofitting eligible diesel school buses to reduce toxic emissions to bus interiors and to ambient air. Several school districts around the state have been notified of upcoming opportunities to ‘clean up’ high-emitting buses.

The USEPA has concluded that diesel exhaust is likely to cause lung cancer in humans, and that it contributes to several other respiratory and cardiovascular diseases. Children with their developing lungs and higher respiratory rates are especially vulnerable.

The Air Division has been notified that it will receive Diesel Emission Reduction Act funding for year one some time this month, and the Division plans to re-apply for DERA funds in each of the next four years. DERA moneys are to be allocated as appropriate to school bus fleets around the State, depending on (1) funding amounts (2) air quality and toxics issues in the school districts, and (3) bus fleet characteristics, such as make and model, model years, and current equipment.

Eligible buses would receive three types of well-proven emission reduction technology: diesel oxidation catalysts, engine pre-heaters, and closed crankcase filtration systems, and the districts would receive additional crankcase filters for at least one change-out. A major program component is follow-up by Air Division diesel engine experts, who will ensure that equipment is working well, or that it is replaced or installed properly.

Important Due Date


Special Education End-of-Year Student Data Due Tuesday, October 21

Attn: Special Education Directors

The deadline for the Special Education End-of-Year data collection is 11:00 p.m. on Tuesday, October 21, 2008.

The post-collection process will begin as early as Wednesday, October 22 and end on Thursday, October 30. During this process, any active students duplicated across the state will be identified and data summary reports will be reviewed by indicator teams/regional liaisons.

Administrative units will be notified if any issues (duplicates or those resulting from the review of data summary reports) and the End-of-Year collection will be reopened for those administrative units. You may be contacted more than once if multiple issues are identified.

CDE’s final data submission to the Office of Special Education Programs (OSEP) is due Saturday, November 1.

Elevator Registration and Inspection

Attn: Superintendents, Business Managers, Facilities Managers

The Elevator and Escalator Certification Act was passed in 2007 and became effective on January 1, 2008, with additional changes in 2008. The implementing agency for the Act is the Division of Oil and Public Safety (OPS) within the Department of Labor and Employment.

Pursuant to this Act, schools should have registered their conveyances (elevators, wheelchair lifts, and platform lifts) with the OPS by August 1, 2008. This registration is a one time event. If you have not registered this equipment, please select the link below which will take you to the Conveyance Registration Notice form.

Colorado Model Content Standards Review

Attn: All

Key stakeholders are gathering Friday, Oct. 17 as part of the ongoing process to review and revise the state’s model content standards—descriptions of what every student is expected to learn by subject and grade. The day-long public meeting will be held in Denver. This is the group that has been meeting regularly since Spring and is the group overseeing the review process.

If you applied to serve on one of the various content subcommittees being organized to study content standards in detail, please be aware that the applications are still being reviewed. In fact, this Friday's meeting includes on-going work regarding the committee membership. There were 669 applications in all. Nearly 100 are applicants from higher education, 100 from the business sector, and 30 are citizens or parents. The rest are Primary - 12th grade educators and administrators.

All applicants will be notified of the final selection of committees on Saturday, November 22, 2008.
