Race to the Top Tour

On Oct. 19-21, Commissioner of Education Dwight D. Jones and ARRA Director Nina Lopez will travel the state to meet with you and your colleagues to share with you what we know about the state’s proposal and to garner your input. The meetings will provide you with the latest information from Washington, D.C. and answer your questions.

We hope you will be able to participate in one of these meetings, and we encourage you to invite members of your school board, administration or other decision makers critical to the Race to the Top effort.

Annual Reporting Requirements under NCLB and State Law

CDE has recently released guidance on annual reporting requirements for districts under No Child Left Behind (NCLB) and Colorado state law. To access this guidance, and other relevant resources, please visit SchoolView at the link below.

While the Education Accountability Act of 2009 (S.B. 09-163) altered the way that school data are reported to the public, reporting requirements under NCLB remain unchanged. The guidance below provides summaries of reporting requirements and also outlines some options for distributing the required information to the public.

Assessment Revision Work

Attn: Colorado Educators, Administrators, Parents, District Assessment Coordinators

The Colorado Department of Education has begun work to develop a new state assessment system that will be implemented during the 2011-2012 school year. This new system will reflect the expectations of the updated state content standards, and the requirements of CAP4K (Colorado Achievement Plan for Kids), which calls for both school readiness and postsecondary and workforce readiness assessments.

A stakeholder advisory group has recently been assembled to help frame the issues of the current state assessment system, recommend improvements and define the work of potential subcommittee groups. The dates for the first three stakeholders meetings are:

• Monday, October 26 – Holiday Inn Select in Cherry Creek, 455 S. Colorado Blvd., Denver (8:30 a.m. - 4:30 p.m.)
• Monday, November 9 – Boulder, location TBA
• Friday, December 11 – Colorado Springs, location TBA

Content Specialist Online Office Hours

As part of CDE's continued efforts to provide service and support to the field, the CDE content specialists host regular online "office hours" using chat tools and Adobe Connect Pro. The purpose of office hours is to provide the field with up-to-date information on teaching and learning research and best practices. Each session has a specific focus and provides opportunities for educators to engage in collegial dialogue with educators across Colorado.

Restructuring of the Exceptional Student Leadership Unit

The Exceptional Student Leadership Unit is restructuring in order to:

(1) more effectively allocate personnel to meet the department's general supervision responsiblities under the Individuals with Disabilities Education Act; and

(2) align with the department's Statewide System of Accountability and Support. This restructuring is occurring within the broader context of department-wide implementation of purposeful cross-unit functional teams.

CDE State Conference on Visual Impairment

The annual CDE Conference on Blindness / Visual Impairment will be held on Thursday, Oct. 29 through Saturday, Oct. 31 in Denver.

The topic is Math Counts: Instruction for Students who are Blind/Visually Impaired.

Dr. Derrick Smith will be the featured speaker. The training will detail mathematic tools, instructional strategies and materials to supplement the general education mathematics curriculum for students who are blind/visually impaired.

C-FIRS Tracker Monitoring System

The first round of desk monitoring indicators (Year 1b-October Instrument) are due to CDE by tomorrow, Thursday, Oct. 15. Evidence must be uploaded in the new C-FIRS Tracker system and the instrument submitted by this date.

The tracker system web address is https://tracker.cde.state.co.us.

NCLB Highly Qualified Webinars

CDE will host training webinars on the NCLB Highly Qualified rules and the Highly Qualified Online System. These trainings will be a repeat of the information presented in the HR/Licensing/HQ trainings. If you could not attend those trainings, please join us for a webinar.

Requirements for Principal Evaluation Systems

It has come to our attention that there is a provision of Colorado education law of which some districts are unaware.

In 2006, the General Assembly passed H.B. 06-1001, concerning principals in public schools. This bill amended provisions of the Licensed Personnel Evaluations Act (§§ 22-9-101, et. seq., C.R.S.), to include the following requirements for school districts and boards of cooperative services:

* Each principal’s evaluation must include input from the teachers employed in the principal’s school and may include input from the students enrolled in the school and their parents.
* Each school district must specify the manner in which input from teachers and from students and parents, if any, is collected but shall ensure that the information collected remains anonymous and confidential. (§ 22-9-106 (3.2) (b), C.R.S.)
