The Colorado Transcript Center is Live
Attn: Superintendents
The Colorado Transcript Center (CTC) is now live and able to send electronic student records to public colleges and PK-12 schools in Colorado via PDF. To take advantage of this service, (at no cost to Colorado public school districts due to a department of education grant), districts need to become CTC members by signing a Disclosure Acknowledgement which explains the services available through CTC. Our vendor, The National Transcript Center (NTC), needs the signed disclosure document to initiate district membership.
You can download the form at the link below. The disclosure confirms that you know about CTC services and agree to be enrolled as a member, but does not commit you to participation. Completed forms can be e-mailed to colorado@transcriptcenter.com or faxed to the National Transcript Center at 512-879-5499.
The Colorado Transcript Center allows you to send and receive, at no cost, official student records and transcripts to and from all Colorado public schools, colleges, and universities. An advisory group of Colorado districts worked with CDE and NTC to develop a standard data file format for the electronic exchange of records. As an initial alternative, your district can send a PDF of the print format you use today. In addition to the cost savings over paper records, CTC will ensure timely and accurate delivery of our students’ official records.

Sample SMART Performance Goals for Improvement Planning

Sample SMART (Specific, Measurable, Attainable, Research-based, Time-phased) goals aligned with the new Colorado Growth Model are now posted on the CDE Website at the link below. The sample SMART goals are provided to initiate meaningful conversations around the implications of student performance data as well as to assist school personnel, accountability committees and local boards in designing high, but achievable, goals for school and district improvement planning purposes. SMART goal statements include those for overall academic performance, longitudinal growth, performance by disaggregated groups, reducing learning gaps and postsecondary readiness.

Adequate Yearly Progress (AYP) Data Released

The information released includes whether or not schools and districts made AYP, which targets were met, and which schools have been identified for Improvement, per the No Child Left Behind Act. Streamlining Distribution of District Annual Reports

Updates on the Colorado Growth Model

Three updates on the Colorado Growth Model:
1. Data Privacy
CDE made the Colorado Growth Model software available to CEDAR users (two per district) on September 5th. Several superintendents and district assessment coordinators have asked whether the growth model could or should be provided to other users within the district or at the school level. The intended use of this application is for district use, not school use due to the fact that it contains all confidential individual student level test score data in the district. The data cannot yet be separated by school. Future versions of the software will do this. All users of the current software application must have permission from the superintendent to view all student data. District responsibility to protect individual student data generated by the growth model is no different than other student-level CSAP data held by districts.
2. Sample SMART Goals Available

Model Content Standards Review Update

The Colorado Department of Education's review of the Model Content Standards and work on the SB212 definitions of terms is progressing. This is a brief update:
DEFINITIONS
SB212 requires Colorado to define 21st century skills, postsecondary readiness, workforce readiness and school readiness. These terms will be used by our content subcommittees as they revise the current standards. The deadline to apply for the standards review process has passed. Stakeholders will participate in the blind review selection process throughout October. If you were unable to apply for this opportunity, please watch for announcements regarding regional meetings to review the recommendations from each content subcommittee. These will begin in March 2009.
