Content Specialists Online Office Hours: Part 2 Standards Implementation Updates

The CDE content specialists are hosting a series of online office hours for standards implementation.
The second 30-minute presentation is scheduled for Tuesday, Feb. 2, from 3:15 to 3:45 p.m. A New Vision for Colorado will focus on standards implementation updates and how to stay informed on the latest implementation efforts.
Future office hours will contain additional updates and support and will also provide an opportunity for feedback. They are scheduled for Thursday, Feb. 18; Tuesday, March 2; and Wednesday, March 17.

Revised Severity Rating Scales For Speech Language Impairment Guidelines for Assessment and Eligibility
Attn: Special Education Directors, Special Education Administrators, Speech Language Pathologists
The Colorado K-12 Speech or Language Impairment Guidelines for Assessment and Eligibility is in the final stage of revisions. On Friday, Jan. 29, the new Severity Rating Scales will be presented at the Metro Symposium conference, an annual conference that targets school-based speech language impairments.
The Severity Rating Scales were revised in order to: • Align with revised state standards • Reflect changes to the Individuals with Disabilities Education Act and the Exceptional Children’s Educational Act

CAP4K Town Hall Meeting in Limon Next Week
Attn: Principals, Superintendents, Teachers, Early Childhood Educators
CDE and the Colorado Department of Higher Education will jointly host a town hall meeting in Limon on Thursday, Feb. 4, from 5-7 p.m. as part of the ongoing effort to discuss the next generation of the state assessment system.
The Limon meeting is devoted to school readiness and primary grade assessments. Educators, students, parents, business and community members and interested citizens are invited to the meeting, which will be held at Morgan Community College –Limon Center Community Building, 477 D Avenue, Limon, CO 80828.
The gathering in Limon will be the sixth of 14 statewide meetings planned to solicit a broad spectrum of community thinking. The meetings will either focus on school readiness and primary grade assessments or Postsecondary and Workforce Readiness and secondary grade assessments. The work was launched by Senate Bill 08-212, the “Preschool to Postsecondary Education Alignment Act” also known as the Colorado Achievement Plan for Kids (CAP4K).
The town hall forums will focus on such questions as: 1. What would be the significant elements of an effective assessment system for School Readiness and Primary grade levels? 2. How should School Readiness and Primary grade levels be assessed? 3. If you can't have everything, what components would you choose? 4. What would be the optimal impact of an effective assessment system? This new system will reflect the expectations of the updated Colorado Academic Standards and the requirements of CAP4K (Colorado Achievement Plan for Kids), which calls for both school readiness and Postsecondary and Workforce Readiness assessments.

School Nurse Regional Workshops 2010

Schools nurses are urged to attend the regional workshop in their area. The workshops are provided to give school nurses an opportunity to review and discuss guidelines for providing quality health services to Colorado students. Some of the topics covered will be the New Food Allergy Rules, Psychological First Aid, CDPHE Update, REAP (Concussion Management) and H1N1 Surveillance Information.

Save the Date for the Personal Financial Literacy Summit
Attn: Superintendents, Curriculum Directors, Curriculum Specialists (Math, Social Studies, Business & Technology)
The Office of Teaching and Learning in partnership with Colorado Jump$tart will host a Personal Financial Literacy Summit on Thursday, April 8. The summit is being held as the first in a series of opportunities regarding the implementation of personal financial literacy academic expectations.
The summit is an all-day event to be held in the Denver metro area and is designed for district leadership. Districts will learn about the newly adopted personal financial literacy standards, discuss implementation and communicate support needed for the implementation of this new P-12 requirement.
In addition to the summit, the Jump$tart Coalition is sponsoring Money Smart Colorado designed for teachers and the community, which will be held April 24 - May 1.

Reminder: Targeted Assistance Program Plan Webinar

CDE requires that all Title I Targeted Assistance Schools develop program plans during the 2009-2010 school year. School plans must be submitted to the local education agency no later than Wednesday, June 30 and be available for CDE review during the 2010-2011 school year.
A series of regional trainings were held from September-November and a webinar was presented the first week in December. The webinar will be given again on Thursday, Jan. 28 from 10 to 11:30 a.m. Register with Clara Algiene (algiene_c@cde.state.co.us). She will provide participants with registration information, a copy of the webinar PowerPoint and handouts.

Computer Specifications Collection

On Dec. 1, 2009, CDE launched the Computer Specifications Reporting system. This system will collect the number of instructional computers available to students at each school. So far, 84 local education agencies have submitted data to CDE and we would like to say thank you for your prompt response.
The computer specifications report must be submitted to CDE by Saturday, Jan. 30. Failure to report could result in conditions levied against current and/or future Title II Part D NCLB funding.

Education Data Advisory Committee Alert
Attn: Superintendents, Data Liaisons
The Education Data Advisory Committee (EDAC) has been granted expanded authority under House Bill 09-1214 to review data reporting requirements imposed on school districts by any Colorado agency.
Collections without an EDAC stamp are not required to be completed. Please assist us by contacting EDAC if a data request is received from any agency that does not bear a stamp; ensuring that all collections are reviewed. Members can be found at http://www.cde.state.co.us/cdereval/edacinfo.htm.
Letters have been sent to state agencies informing them of this requirement. EDAC hopes to reduce the data burden to districts and schools. EDAC will be working with individuals responsible for the Secretary of State’s Colorado Address Confidentiality Program and the Health Care Policy and Financing’s Medicaid School Health Services Program.
Other items: • H.B. 09-1214 requires an April 1st advance notice for any data changes upcoming next school year. EDAC has accelerated its meeting schedule to meet this obligation. This will allow local education agencies and vendors adequate time to prepare for 2010-11 data reporting requirements. • EDAC is implementing a communication process that keeps data liaisons and vendors on top of upcoming collection changes. The tracking begins when CDE is notified that something new must be collected. The tracking continues detailing the progress to date until the change is fully implemented. • Look for proposed legislation regarding data reporting requirements resulting from EDAC’s September 2009 Duplicative, Obsolete, Inefficient Reporting Requirements document. If you have additional suggestions for repeal or improvement, please don’t hesitate to contact an EDAC member as referenced above.

The Results Matter Checkpoint Deadline Is Sunday, Feb. 14

Please remind early childhood program staff that the winter checkpoint deadline for Results Matter online assessment and documentation is 11:59 p.m. on Sunday, Feb. 14.
Now is the time for local administrators to run reports to check on the status and accuracy of information posted to the online system to date. In addition, administrators should be monitoring assessment completion for the upcoming checkpoint. Please contact us if you need assistance with any Results Matter requirements. And, finally, many thanks to all the administrators who helped check and re-check records and reports for Indicator 7 APR/SPP special education reporting requirements!

Consolidated State Performance Report Data Is Due Friday, Jan. 29

The deadline to complete the 2008-2009 CSPR data submission is Friday, Jan. 29 for districts that receive Title I funds. All districts that receive Title I-A funds have been sent detailed information about CSPR data reporting and how to register their respondents.

Update on Implementation of Education Accountability Act of 2009

Last week the department submitted the proposed rules for the implementation of S.B. 09-163, the Education Accountability Act of 2009, to the state board of education for consideration later this winter. The department will host a telephone conference call on Monday, Feb. 8 from 8:30 to 9:30 a.m. to provide information about the work underway to implement S.B. 09-163 and develop the state’s school performance framework. Details to follow in next week’s Scoop.
