Concurrent Enrollment Advisory Board Will Meet Thursday, Jan. 27

The Concurrent Enrollment Advisory Board will meet on Thursday, Jan. 27 from 1 p.m. to 4:30 p.m. The public meeting will be held in the conference center at the Community College System Lowry campus, 1061 Akron Way, Bldg. 697 in Denver.
The Jan. 27 combined work session and formal meeting agenda includes:

U.S. Census Update

The U.S. Census Bureau recently released the 2009 Small Area Income and Poverty Estimates. This information is now available at the link below.
These estimates are used to calculate school year 2011-2012 Title I allocations. From preliminary poverty estimates, local education agencies can determine whether they will have more or less eligibility for Title I funds in school year 2011-2012. However, these preliminary estimates do not include other non-census factors (e.g., foster, neglected and delinquent counts) used to calculate Title I allocations.

Mathematics and Science Partnership Grant RFP Now Available
Attn: Superintendents, Math and Science Coordinators, Federal Program Contacts
The new Mathematics and Science Partnership Grant Request For Proposal is now available. Up to five new partnerships will be awarded for Fiscal Year (FY) 2012 with awards ranging from a minimum of $90,000 to a maximum of $350,000 per fiscal year, contingent on the availability of funds. Letters of Intent will be due on Friday, Feb. 4, and proposals will be due on Friday, March 23.
An application training webinar will be held on Wednesday, Feb. 2, from 9:30 a.m. to 11 a.m. Anyone interested in applying is strongly encouraged to participate in this webinar. To register for this technical assistance opportunity, please e-mail Nicole Dake at dake_n@cde.state.co.us.

Supplemental Educational Service Providers RFP Now Available

The Supplemental Educational Services Providers Request For Proposal (RFP) is now available. The purpose of this RFP is to identify quality providers of supplemental educational services to be included on the 2011-2012 approved supplemental services provider list. The main purpose of the Supplemental Educational Services Program is to: • Increase the academic achievement in reading/ language arts or mathematics of eligible students as measured by the state’s assessment system; and • Enable these students to attain proficiency in meeting state academic standards in reading/ language arts or mathematics.
This is not a competitive grant in that as many providers can be included on the approved provider list as meet the specified criteria. Proposals are due on Wednesday, March 9.
Note: Application training will be held Tuesday, Feb. 8, from 9 a.m. to noon. An application training webinar will be held on Thursday, Feb. 10, from 1 p.m. to 3 p.m.

Title IA Annual Report to the Public

With the launch of the Data Center in SchoolView (www.schoolview.org/performance.asp), CDE is migrating the NCLB Annual Report requirements previously posted in the district and school profiles (www.cde.state.co.us/FedPrograms/danda/distandschperf.asp) to the Data Center.
Currently, districts can access Adequate Yearly Progress data, a variety of assessment data and school and district improvement status data in the Data Center. Title III Annual Measurable Achievement Objective data is also now available in the Data Center, although it is not a reporting requirement for Title IA.
The additional reporting requirements of highly qualified teacher data, licensure data, teacher education level data, and specific assessment and improvement data will be available in the Data Center in the coming months.
We know districts are working to distribute their annual reports to the public now, so we wanted to provide some options for meeting the NCLB Title IA requirements. 1- Districts can report all the data themselves, gathering the information from the CDE Web site and district sources. 2- Districts can notify parents of the information that is available now and send out an additional notification when the rest of the data elements are posted in the Data Center. 3- Districts can wait to notify parents until all the information is available in the Data Center.
A sample notification letter and report template are available at (www.cde.state.co.us/FedPrograms/ti/a_annrpt.asp) and these documents will be revised as additional information is available in the Data Center.
CDE will not conduct a desk monitoring of annual reports this school year. However, reporting to the public is still a requirement of acceptance of Title IA funds and will be a part of any Title IA on-site monitoring visits.

Policy Clarification on Using GED Tests in Schools

In response to questions from school districts about using GED program tests for students still in high school, the General Educational Development (GED) Office at CDE has developed guidelines concerning the use of GED tests as part of a credit recovery or alternatives to high school credit programs for students who are not on track for graduation.
Districts or schools can view the policy guidance on the GED Web page. It is important that schools and districts adhere to the guidelines regarding GED tests.

TELL Colorado Survey Webinars

The TELL Colorado Survey launches on Monday, Jan. 31. This is an anonymous, online survey available to school based educators (including teachers and principals). The New Teacher Center (the contractor that is administering the survey) will be presenting webinars this week. The webinars will be recorded and posted on the TELL Survey Web site.
Wednesday, Jan. 26, from 4 p.m. to 5:30 p.m. (Reserved for principals and association reps, so that they know what to do with the code packets that are arriving at their schools this week)
Thursday, Jan. 27, from 3 p.m. to 4 p.m. for the general field. It will provide background on the survey and covers the potential data opportunities for school and district improvement.
