Census Questionnaire Assistance Center

Attn: Superintendents, Federal Program Administrators

The U.S. Census Bureau is looking for locations within communities that can be used as assistance centers for people needing help with the upcoming 2010 Census.

These centers will assist in answering questions and helping respondents fill out their census forms. Please consider identifying a school in your community that could assist those people that may be reticent to complete the census or need help with it. This would likely improve the accuracy of the complete count for your district.

Content Specialists Online Office Hours: Standards Implementation Overview

Attn: Principals, Teachers, Superintendents, Curriculum Directors

The content specialists will host a series of online office hours for standards implementation.

The first 30-minute presentation is scheduled for Wednesday, Jan. 20 and will focus on the overall process that led to the standards revision. It will provide a broad summary of standards implementation planning including a preliminary timeline, projects/tools in development and how to stay informed on the latest implementation efforts.

Future office hours will contain additional updates and support and will also provide an opportunity for feedback. They are scheduled for Tuesday, Feb. 2; Thursday, Feb. 18; Tuesday, March 2; and Wednesday, March 17.

Consolidated State Performance Report (CSPR) Training Webinars

Attn: Title I Coordinators, Consolidated State Performance Report (CSPR) Respondents

In compliance with U.S. Department of Education requirements, each year CDE collects and reports additional data from all school districts receiving Title I funds. The 2008-2009 CSPR data will be collected online through questions about how many students were served in Title I-A and I-D programs and the services they received.

Districts will be sent detailed information about CSPR data reporting and how to register their respondents. In the meantime, one-hour CSPR training webinars have been scheduled for Wednesday, Jan. 20 at 10 a.m. and Thursday, Jan. 21 at 2 p.m. To register for a webinar, contact Clara Algiene at algiene_c@cde.state.co.us or 303-866-6777.

Family Literacy Grant RFP Now Available

Attn: Superintendents, District Personnel

The new Family Literacy Grant Request For Proposal (RFP) is now available. This RFP is designed to solicit applications from local education agencies to provide a coordinated and comprehensive family literacy service delivery system. Programs will be funded that:
• Support the educational development of English language learner children and adults within a family unit;
• Provide ELL parents with an opportunity to increase their children’s school; readiness and academic success as well as their own educational improvement and potential family well-being, stability, and self-sufficiency; and
• Provide a focus on ELL family literacy activities.

Applicants for Title I, Part A Family Literacy Grants are limited to local education agencies that receive Title I, Part A funding. Eligible agencies may apply in partnership with Adult Education and Family Literacy Act programs, Even Start programs (formerly or currently funded), Head Start or Family Resource Centers.
A total of $330,000 is available for distribution and the estimated range of awards is $5,000 to a maximum of $75,000.

Supplemental Educational Services RFP Now Available

Attn: Superintendents, District Personnel, Education Providers

A new Supplemental Educational Services (SES) Request for Proposal (RFP) is now available. Supplemental Educational Services is academic instruction offered outside the regular school day and is designed to increase the academic achievement of low-income students in low-performing schools. These services may include academic assistance such as tutoring, remediation and other educational interventions, provided that such approaches are consistent with the content and instruction used by the district and are aligned with the state’s academic content standards. Supplemental Educational Services must be high quality, research-based and specifically designed to increase student academic achievement.

This RFP is designed to identify qualified providers of Supplemental Educational Services to be included on the 2010-2011 Supplemental Services Provider list. This is not a competitive grant in that as many providers can be included on the approved provider list as meet the criteria specified in the RFP.

Please note: Districts on NCLB Improvement may submit an application to become a SES provider if the criteria set forth by the USDE are met and can receive conditional approval. Proposals are due on Wednesday, March 10.

Recruitment and Retention Grant RFP Now Available

Attn: Superintendents, District Personnel

The new Recruitment and Retention Grant Request For Proposal (RFP) is now available. This RFP is designed to distribute funds to local education agencies (LEAs) to enhance their ability to increase staff capacity in schools as suggested through requirements of Title I, Part A and Title II, Part A. The purpose of both of these programs is to increase the academic achievement of all students by helping schools and districts improve teacher and principal quality and ensure that all teachers are highly qualified. This particular grant is aimed at encouraging districts to assess staffing needs and consider innovative approaches to addressing those needs. This year a special emphasis is placed on increasing leadership capacity in Title I schools.

Approximately $800,000 is available for re-distribution to LEAs for this grant program. The maximum amount that an LEA or consortia of districts may request is $50,000; a lesser amount may be requested. A minimum of $303,000 is reserved for activities that include strategies to strengthen leadership capacity in Title I schools.

Summer School Grant RFP Now Available

The new Summer School Grant Request For Proposal (RFP) is now available. This RFP is designed to distribute funds to school districts, consortium of school districts and/or Institute Charter Schools to fund the operation of intensive summer school programs in reading, writing or mathematics. The program is specifically for students entering the fifth through eighth grades and those that have demonstrated Unsatisfactory performance on the most recent (2009) Colorado Student Assessment Program (CSAP) reading, writing, or mathematics assessment.

Expelled and At-Risk Student Services Grant Program Demonstrates Positive Results

Attn: BOCES, Principals, Superintendents, Directors of Student Services, Special Education and English Language Acquisition

The Expelled and At-Risk Student Services (EARSS) Grant Program funds educational and supportive services to expelled students and those identified as “at-risk of expulsion.” Last year, more than $6 million in grants were awarded to 57 sites located in 49 school districts, including two boards of cooperative educational services and two eligible facilities.

Highlights:
• 8,624 students participated in an EARSS program.
• 6,152 parents/guardians of the EARSS students received services.
Of those served…
• 73 percent of expelled students experienced positive outcomes, as reported by funded sites. These outcomes reflect school completion, continuation of education, completion of expulsion and return to school.
• 88 percent of at-risk students experienced positive outcomes, which reflects school completion, continuation of education within same school district and student engagement.
• 72 percent of parents/guardians improved their ability to support their child’s learning.
• The dropout rate of at-risk students in an EARSS program was 2 percent, which is below the most current state rate of 3.8 percent.
• The dropout rate of expelled students served by an EARSS program was 5 percent, which is significantly lower than the most recent state rate of 22 percent for students in alternative programs.

A program summary of the EARSS sites is included in the report and the following schools and districts are featured:
- Community Challenge Charter School
- Denver Area Youth Services (DAYS) Bryant Street Academy
- Denver Public Schools District
- Rio Grande 8 School District in Monte Vista
- Washington 3 School District in Otis
- Weld 6 - Greeley-Evans School District
This evaluation was completed in December 2009 and the report was submitted to the house and senate education committees, as required by state statute.
