New Racial/Ethnic Reporting for Students and Staff

By the end of May 2008, the Colorado Department of Education (CDE) will release its plan on how it will address the collection and reporting of the new racial/ethnic categories for students and staff required by the U.S. Department of Education (USDE). Initially announced in 1997, the USDE released its final guidance October 19, 2007.
The new collection allows entities to obtain more accurate information about students and staff who identify with more than one race and will help ensure equal access to education for all students.
The USDE has allowed states up to three years in which to implement the changes. Therefore CDE will not collect the new racial/ethnic categories from school districts until the 2010-11 school year.
CDEs racial/ethnic plan will contain at a minimum: Summary of USDE guidelines Timeline for implementation New collection categories and definitions New reporting categories Field layout Sample letter to parents Sample letter to staff members Communication strategies Suggested implementation methods Frequently Asked Questions Training plan
Each affected collection/program within CDE will make the required change at the same time and with a consistent message. The May 2008 date will give local education agencies and their student information system and human resources system vendors adequate time to address the new race/ethnicity requirements.

CELApro Results
Attn: Superintendents, DACs, ELA Coordinators
CELApro electronic data files and the Guide to Test Interpretation were available to DACs on April 3-4. Our mutual goal of providing these results in April was met. The paper reports will be delivered to districts very soon. Due to the combined efforts of the districts, CDE and CTB, 99% of the student biographical data records were reviewed and validated. This is the highest rate of review for any of the state's tests. Thanks for your dedicated efforts.

CSAP Science Test Anchor Pull
Attn: Superintendents, District Assessment Coordinators
On March 27 and 28, 2008 grade-level teams of highly-qualified science teachers worked with the CTB scoring team to establish the scoring rubrics for our new CSAP science tests. Their knowledge and professional dedication to Colorado's students is greatly appreciated. Standard setting for our new tests is coming up soon. Please publicize the need for highly qualified science teachers to participate in the standard setting for CSAPA and CSAP.

The window for your test examiners to participate in the Contrasting Group Survey for CSAPA will close April 11. Your test examiner's participation and voice in the CSAPA assessment is a vital component of our work and will assist us in setting the cut scores for CSAPA reading, writing and science.
