What is the timeline for implementing the changes in the performance frameworks, specifically the addition of CELApro growth and disaggregated graduation rates?

The new indicators included in the waiver approval will be included in the state’s district and school performance framework results to be released in August 2012.

Will we have an opportunity to view SPFs for last year with the new changes in calculation?

By June 2012, CDE plans to release unofficial district and school performance framework reports with the new indicators applied to last year's results. This will allow districts to see what their ratings would have been with the new indicators.

Will districts be able to see the revised 2012 state performance framework templates and scoring guides?

CDE will release drafts of the 2012 SPF and DPF templates and scoring guides over the summer. The drafts will show (without actual data) what the 2012 reports will look like, including new measures and metrics for English language development (CELApro) and disaggregated graduation rates. CDE also intends to release data files that show the SPF and DPF results for districts with the 2012 modifications, using 2011 data. These results will be generated for informational and planning purposes only; they will not be used for accountability purposes.

Will English language proficiency growth data be included only on the district performance framework report, or also in school performance framework report?

English language proficiency growth (based on CELApro data) will be included in both the DPF and SPF report (assuming the minimum N of 20 is met). While AMAOs are only calculated at the grantee level (district or consortium), there is value in using these data for all applicable schools and districts in the state.

Will the Unified Improvement Plan (UIP) include indicators that are not on the SPF and DPF reports?

The UIP will include additional data that is not on the SPF and DPF reports, since the UIP also addresses federal accountability and other program accountability in addition to state accountability. CDE intends to release drafts of the 2012 UIP template by June 2012. The drafts will show (without actual data) what the 2012 UIP reports will look like, including new calculations for English language proficiency growth, and for disaggregated graduation rates.

How will alternate assessment data be included in accountability calculations?

CoAlt (formerly CSAP-A) data were already included along with the CSAP data on the DPF and SPF reports under the academic achievement indicator. The data were also included in the 2010 DPF/SPF data used to determine the baseline cut-points. So there is no change in this regard from 2011.

Are there any plans to split out the performance frameworks ratings by reading and math?

Not at this time. The performance frameworks provide an overall rating based on a combination of many factors. Schools, districts and the public can analyze the data in the reports to determine content area strengths and weaknesses.
