The Office of Performance and Policy provides leadership of CDE’s public policy development, the design and implementation of Colorado’s educational accountability system, and research and evaluation. Colorado’s educational accountability system encompasses district accreditation under the Colorado Education Accountability Act (SB 09-163),educator effectiveness under Great Teacher and Leaders: Ensuring Quality Instruction through Educator Effectiveness (SB 10-191) and Educator Identification (HB-1095),the Elementary and Secondary Education Act (ESEA) and the Individuals with Disabilities Education Act (IDEA).

The focus of the Office is ensuring widespread understanding of the performance of Colorado’s public educational system. The Office also manages implementation of SB 08-130 related to zones of innovation, which encompasses the relationship between school autonomy and accountability.

The Office carries out these responsibilities through coordination and development of CDE’s legislative strategy on major education reform areas and through the deployment of regional performance support resources. Performance support resources include CDE Performance Support Managers that engage with, support, and provide performance oversight of districts and schools. CDE Performance Support managers provide a personal link to these education entities to deliver and build common understandings of performance evidence for all students and to broker connections to resources within CDE’s Statewide System of Accountability and Support.
