Supplemental Online Education Grant

This Request for Proposal (RFP) is designed to distribute funds through a competitive grant process to qualified districts, Boards of Cooperative Educational Services (BOCES), and public charter schools pursuant to the requirements of House Bill 07-1066 (22-2-130, C.R.S.). Funds will be used to subsidize the provision of supplemental online educational courses. Approximately $50,000 is available in increments of up to $5000 to successful applicants for this grant competition.

  • The submission date for the 2010-2011 Grant is February 16, 2011 by 4:00 p.m.
  • The grant monies will be distributed for reimbursement of expenses incurred during the current 2010-2011 fiscal year.

Supplemental Online Education Course is defined in rule 1 CCR 301-73 - RULES FOR THE ADMINISTRATION OF THE SUPPLEMENTAL ONLINE EDUCATION GRANT as:

  • 2.07.1  Taught by a teacher who is licensed pursuant to  § 22-60.5-101 C.R.S. et seq.;
  • 2.07.2  Delivered via an internet format to one or more students at a location that is remote from the delivery point; and
  • 2.07.3  Purchased by an Eligible School District, Eligible Charter School, or BOCES from a Provider to augment the education program provided by the eligible school district, eligible charter school, or BOCES.

Supplemental online education course providers must be approved by the Colorado Department of Education.

Eligible Applicants:

  • Any public school district that does not export a multi-district online program and that enrolls fewer than 3,000 students, as determined by the pupil enrollment certified October 2010.
  • A charter school that is authorized by a grant eligible school district pursuant to state law and that does not operate an online program.
  • An institute charter school that enrolls fewer than 3,000 students (as determined by the pupil enrollment certified October 2010) and that does not operate an online program.
  • A Board of Cooperative Education Services (BOCES), all member school districts of which are eligible public school districts as defined above.
  • Eligible applicants may receive grants in consecutive years; therefore, 2009-2010 funded applications may re-apply for funding in future years.

Notification of Award: Applicants will be notified of funding decisions no later than Friday, March 11, 2011.

Eligible Grant Funding: Grant funds may be used to reimburse expenses associated with the receipt of online supplemental course work. Funds may NOT be used to fund the development of an online course or program or to purchase software or curriculum designed to deliver instruction.
