Multiple Measures of Content Competency
Established by Colorado House Bill 22-1220, Multiple Measures of Content Competency increase the ways by which candidates who apply on or after Aug. 1, 2023 may demonstrate depth of content knowledge to qualify for their first Colorado teacher license. As of Sep. 1, 2025, Colorado Senate Bill 25-154 further expands the option for currently licensed teachers to add one of four endorsements (elementary education, early childhood education, early childhood special education, special education generalist) through a Multiple Measures of Content Competency coursework submission.
Multiple Measures do not apply to individuals seeking a special services, principal, or administrator license.
To Whom Does It Apply?
Demonstration via multiple measures of content competency may be pursued by:
- first-time teacher licensure candidates from traditional Colorado teacher preparation programs
- first-time Colorado teacher license applicants who completed a teacher preparation program outside Colorado
- individuals participating in a Colorado alternative teacher preparation program for their first teacher license
- Colorado educators with a valid teaching license looking to add an endorsement in elementary education, early childhood education, early childhood special education, or special education generalist.
These individuals must meet endorsement requirements as outlined on the Colorado Teacher Endorsement Requirements website.
