Topic: Early Learning Need Assessment

Description: The preschool - 3rd grade office and the office of scholl improvement and planning invite you to attend a webinar focused on school improvement and early learning. This webinar will provide background context about why and early learning needs assessment is valuable within the school improvement process, outline minimum requirements, and provide next steps for completing and analyzing the assessment. The early learning needs assessment suppor schools and districts in analyzing the needs and learning of children birth through age 8. This process can streghten relationships between schools, districts and early childhood partners to more accuraetly identifying needs within the community, monitor trends, and inform the implemntation of preventative srategies. This webinar is intended for elementary school leaders in schoolds operating under a priority improvement or turnaround plans, district leaders who support these schools, and preschool district leadership.

Description: The School Improvement and Planning office invites you to attend a webinar focused on an introduction to Colorado's Unified Improvement Plan (UIP). The UIP has been designed to enable schools and districts to meet state, federal, and program accountability requirements through a single plan, which also supports cohesive improvement planning work that is meaningful and relevant for stakeholders. This webinar will provide background context on the UIP, an overview of the elements of the UIP, and a brief orientation to the UIP online system. This introductory webinar is intended for school and district leaders (and/or supporting admin) who are new to the UIP process, as well as to any who would like to refresh their familiarity with it.

Using Non-Assessment Data for School Improvement: Data Considerations​
This webinar series will provide a road map for using non-assessment data to support improvement planning work.  The introductory session will focus on six key considerations for data-use.  This includes building a culture of data use, assessing data quality, building data infrastructure, data monitoring, target setting, and determining the intent and purpose of newly adopted data. We will also explore non-assessment data sources that could be used to support classroom instruction and improvement planning work.

CDE will be offering an open work session for schools and district leaders and their teams interested in receiving in person support on their planning process. The work session will provide an opportunity for CDE consultation on plan development, navigating the online UIP system, understanding how to meet the planning expectations, or other areas of interest. For schools and districts in Priority Improvement or Turnaround, CDE will offer information sessions focused on accountability requirements and school improvement supports. The sessions will be offered in conjunction with the Empowering Action for School Improvement (EASI) Support Fairs, which will provide attendees the chance meet and connect with CDE staff, learn more about external program providers, and work with their teams to plan for the EASI grant application process. CDE staff will also discuss ESSA identifications.

Accountability Information Sessions- West Slope

CDE will provide full day information and work session to support schools and districts identified under our Accountability system.  The session will provide resources for and dive into the topics of:

  • timelines and expectations for UIPs, community engagement, etc.
  • Roles of various stakeholders in the accountability process, including local boards, CDE, the state review panel, support coordinators,  the state board of education
  • End-of-clock pathways and experiences

The work session will address updates for the coming year, provide consultation opportunities with CDE offices (Accountability, Improvement Planning, Federal Programs), and work time for teams to dig into data or develop UIPs.   The following audiences may be most interested in the session: district staff in districts with identified schools; district staff of districts with an accreditation rating of priority improvement/turnaround; school level staff (particularly charter) with an identification of priority improvement/turnaround; comprehensive support (ESSA); and local board members.

Light breakfast will be provided.  Lunch will be provided for those that stay for the afternoon work session.

Please join us for this full day work session to support Alternative Education Campuses in the process for creating or revising an improvement plan that is responsive to the school mission/vision and student population. This session is open to school and district leaders that want to dive into measures and disaggregating data aligned to the school mission, student population, and instructional design. Participants will have a structured work session to collaborate with each other and apply the concepts addressed in the session. Participants will be able to identify a timeline for plan development that supports stakeholder engagement and allows for meaningful modifications to the improvement efforts. Participants will have access to CDE staff expertise from multiple offices in the development of their plan in meeting expectations and navigating the online UIP system (including UIP, Accountability, Drop out Prevention).  By the end of the session, participants will be able to leave with a start for their 2018-19 UIP.

This session builds on the Unified Improvement Plan (UIP) work sessions for AECs held on 6/20 and 9/11, with dedicated work time and access to technical assistance from a variety of CDE offices.  Specific content will address the UIP expectations for schools identified for ESSA Comprehensive Support- Low Graduation, student engagement planning and effective stakeholder engagement.  Specific support will be available in analyzing and unpacking Performance Frameworks (SPFs) and navigating the Online UIP system. The day is designed to benefit school teams, administrators, and district level staff.  Light refreshments and lunch will be provided.

The session will include an overview of the online UIP system including how to access the system, major components of the online system, and key functionality that is available.  There will also be information about key changes to the planning process for the 2016-17 year including: considerations for use of state assessment results; reviewing newly revised resources including updated quality criteria, updates to the online UIP from the previous version; opportunities to incorporate non-assessment data in the UIP process; and relationship of UIP to the updated performance frameworks.

With the expectation that UIP’s are completed in the online system, CDE is offering an introductory session for this system.   The session will include an overview of the online UIP system including how to access the system, major components of the online system, and key functionality that is available through the system.  This session is intended for those that are new to using the online system or need an in-depth refresher.   Please bring a laptop and have available the most recent version of your UIP.  Prior to the session, participants should be provided access to the UIP Online System through CDE Identity Management by their Local Access Manager (LAM). 

  • 12:30-4:00pm: UIP Updates and Changes
  • September 21, 2016 (North Metro) | October 7, 2016 (Pueblo) | Note: Registration required for both morning and afternoon sessions if attending both.

This portion of the day will focus on key changes to the UIP process for the 2016-17 year and will include the following topics:

  • Clarify expectations for use of state assessment results ; 
  • updates to the online UIP from the previous version;
  • share new resources including updated quality criteria and UIP handbook;
  • opportunities to incorporate non-assessment data in the UIP process; and relationship of UIP to the updated performance frameworks.

In this half- day session, attendees will learn about the newly revised School and District Performance Frameworks, with changes based on the collaborative work with Colorado’s Accountability Work Group, the Technical Advisory Panel for Longitudinal Growth, and other feedback from across the state, including decisions from the State Board of Education. This training will provide attendees with an overview of the Colorado Accountability System and the frameworks, while also providing an opportunity to review the updated and annotated DPF/SPF reports. Additionally, attendees will learn how to access related resource materials on CDE websites.

In the afternoon session, CDE will provide support for leaders and staff in districts and schools on the accountability clock (i.e., in Priority Improvement or Turnaround status). The focus is to deepen understanding of how the state’s accountability system and supports can complement local improvement efforts. Participants will have the opportunity to learn about:

  • The state accountability clock and SB163 pathways
  • Opportunities for support for Priority Improvement and Turnaround districts and schools
  • Key timelines for planning and accountability

    Southwest Work Session with CDE: Accountability and Improvement Planning

    Join CDE staff for an in-person work session on two new resources. The first portion of the day will focus on the structure, measures and metrics of the 2015 School/District Informational Report (a preview of the revised School and District Performance Frameworks). This portion will also provide an opportunity to give feedback about the format and information within the reports. This is a chance to give input prior to the release of the formal reports due out in September 2016.

    The second portion will be an overview and training on the online UIP system and will also include updates to the planning process, highlight format changes to the online UIP and cover implications of the performance frameworks changes for the UIP.

    It's Alive! Strategies for Effective UIP Action Planning

    This session will focus on designing and implementing a UIP action plan that will effectively support performance management. Participants will have an opportunity to reflect on their current action plan, identify areas to strengthen, learn about new infrastructure and tools to effectively monitor the plan and gather actionable data, and practice writing actionable implementation benchmarks.  The session was offered:

    UIP During the State Assessment Transition 2015-16

    Provided in partnership with the Center for Transforming Learning and Teaching (CTLT), this full-day session is intended for school and district leaders and will focus on how to engage in Unified Improvement Planning (UIP) during the 2015-16 school year. Participants will review policy changes that have had an impact on UIP, work with the newly released, Implications and Guidance for UIP during the State Assessment Transition during the 2015-16 School Year, and access and utilize new and updated planning support resources related to the following topics:

    • Analyzing performance data for performance indicator areas (i.e. Academic Achievement, Growth and Growth Gaps) affected by the state transition to a new assessment system;
    • Setting performance targets for achievement and growth during the state assessment transition;
    • Fully incorporating the results from assessments required by the READ Act into the UIP; and

    Using  the 2015-16 pause in state accountability ratings to deepen other components of improvement planning -- root cause analysis, action planning and monitoring implementation of major improvement strategies.

    Ramping Up Root Cause Analysis 

    Provided in partnership with the Center for Transforming Learning and Teaching (CTLT), this learning session is intended for anyone who is ready to deepen their efforts to engage in Root Cause Analysis (RCA, a critical component of Unified Improvement Planning in Colorado).  The state assessment transition provides an opportunity for local planning teams to deepen various aspects of their improvement planning efforts that don’t depend on state assessment results. Effective RCA helps planning teams ensure that the actions they take will result in improvement in student learning.  Participants in this session will: engage with process and program data resources that can support RCA newly available from CDE (e.g. ELD Program Rubrics, Human Capital Self-Assessment), Practice with RCA dialogue protocols (including RCA on positive performance), and access and practice facilitation strategies to ensure RCA sessions stay on track and are productive and positive for all participants.

     

    2015 Online UIP Regional Work Sessions

    CDE offered regional work sessions to assist schools and districts with use of the UIP online system. Work sessions included an overview of the online system, updates on the state data transition, and scaffolded work time for schools and districts to begin writing or updating their UIPs in the online system. This session was offered in Greeley, Grand Junction, Glenwood Springs, South Metro, Durango, Sterling, and Pueblo 70.

    2015 Summer Trainings

    UIP During the State Assessment Transition

    CDE offered two full-day sessions to provide draft guidance and considerations for the UIP process during the state assessment transition. The sessions included updates on Accountability and Improvement Planning timelines and expectations, and options for local planning teams to engage in analyzing performance data for academic achievement, growth and growth gaps, and PWR for the 2015-16 school year. The sessions were beneficial for district or school staff leading or providing training, and tools and resources for improvement planning efforts.

    2015 Spring Trainings

    Unified Improvement Planning - Work Sessions

    CDE offered differentiated work sessions between March and May 2015 to support schools and districts in making changes to their UIPs. A webinar to detail what types of support will be available was held on March 19th from 9-9:30AM. In addition, a webinar on addressing public posting concerns immediately followed, from 9:30 to 10 am. Both webinars have been recorded and posted. District and school staff are encouraged to view the webinars and collaborate to register for needed sessions and support.

    This webinar described changes with the UIP template and processes for the 2014-15 school year. Specific topics will include: Revisions to SPF/DPF and how this affects the UIP template, program addenda, and incorporating READ Act requirements.

    2014 Fall Trainings

    UIP Basics I

    The first of two basics sessions will focus on the data analysis portion of the process (performance review, notable trends and root causes). This session is open to all participants. The content may be of particular interest to school leadership and district level staff.

    UIP Basics II

    The second basics session will focus on the action planning portion of the process (target setting, major improvement strategies, action steps). This year will specifically address target setting approaches with the state assessment transition. This session is open to all participants. The content may be of particular interest to school leadership and district level staff.

    UIP during the State Assessment Transition

    Provided in partnership with the Center for Transforming Learning and Teaching (CTLT), this session will focus on: 1) Implications for Unified Improvement Planning (UIP) for the 2014-15 school year during the state transition to a new assessment system, and 2) Incorporating K-3 literacy assessment results into the UIP as required by the READ Act. Participants will be introduced to guidance and receive support on establishing UIP performance targets for the 2014-15 and 2015-16 school-years (while state assessment data being provided by CDE is changing). The session will also include hands-on practice analyzing data and developing performance targets in the following areas:

    2013-14 Past Fall Training Session Resources

    Progress Monitoring: North Metro, November 19th; Pueblo, November 21st; Grand Junction, December 3rd

    Provided in partnership with the Center for Transforming Learning and Teaching (CTLT), this session will focus on implementing a continuous improvement cycle across the school year that brings the UIP alive. Participants will work with and plan for interpreting data from the most common interim assessments and early literacy assessments used in Colorado. They will build a plan for using interim assessment data throughout the school year to determine if action steps are having the desired effects on student learning. Participants will identify how to use data from implementation benchmarks to evaluate the degree to which major improvement strategies are being implemented, and make adjustments as needed. Participants will evaluate the quality of the information included in a UIP regarding interim measures and implementation benchmarks. Finally, this session will address how to engage various stakeholders, including school accountability committee members, in progress monitoring. Participants will leave with processes, protocols, tools and plans for engaging with local planning teams to monitor the progress of school and district improvement efforts.

    UIP Changes Webinar August 7th from 1-2:00pm or September 9th from 10-11:00am

    This webinar described changes with the UIP template and processes for the 2013-14 school year. Specific topics included: Revisions to School and District Performance Frameworks and how this affects the UIP template, grants and programs (e.g. Gifted Education, TIG, CGP), and overview of the pre-populated report and submission timeline.

    Going Beyond TCAP Data for Improvement Planning: North Metro, September 30th, Pueblo, October 2nd, or Grand Junction, October 30th

    Provided in partnership with the Center for Transforming Learning and Teaching (CTLT), this session will focus on how to use data sources other than TCAP as part of the UIP process. Participants will get a head start on using the K-3 literacy assessment data (currently used to identify students with significant reading deficiencies for the READ Act). Participants will also get support for incorporating additional data related to post-secondary and workforce readiness into data analysis, analyzing ACCESS data, and using TELL survey results as part of root cause analysis. The session also will help participants consider how to make sense of their use of a variety of assessment resources for a variety of reform initiatives.

    Priority Improvement/Turnaround Orientation: Past Session

    This orientation session is designed to provide school and district leaders with an introduction to CDE’s support for districts and schools with Priority Improvement and Turnaround ratings. Participants will gain an understanding of the data used for identification, additional expectations as a result of identification, and mechanics and implications of the accountability clock timeline. Participants will also learn about the supports CDE staff can provide to districts and schools. This session will be facilitated by the School and District Performance Unit and other CDE staff familiar with school and district accountability and the Unified Improvement Planning process.

    Planning for Dramatic Change: Past Session

    This session addressed how school or district systems can leverage the Unified Improvement Planning (UIP) process bring about dramatic change, to ultimately bring about increased performance. Through the frame of the UIP process, participants will understand specific requirements of the planning process and gain familiarity with resources for supporting systemic improvements. Participants will understand options for supporting planning processes in their own context to implement changes successfully.

    In early May, the Colorado Department of Education offered two new learning opportunities for district leaders to support Unified Improvement Planning as districts prepare for the 2012-13 school year. These training sessions were offered in partnership with the Center for Transforming Learning and Teaching, University of Colorado Denver.
