Overview

On December 10, 2015, the Every Student Succeeds Act (ESSA), which reauthorizes the Elementary and Secondary Education Act (ESEA), was signed into law. The passage of ESSA provides a much anticipated opportunity to improve achievement outcomes for all students by providing effective programs supported with Titles I, II, III, and IV funding. The new law broadens the allowable uses of title funds and our goal is to help ensure that you understand all of the opportunities this funding affords your LEA.    

Under the ESSA, state educational agencies (SEAs) are required to collect local education agency (LEA) plans that address the requirements of the law, as well as descriptions of the activities the LEA will implement with its Title I, II, III, and IV allocations.  To meet this requirement, the Colorado Department of Education (CDE) has developed, with stakeholder input, a new consolidated application, which includes a set of five cross-program questions, organized around five core elements:

  • Declare participation in Community Eligibility Provision to School Nutrition, if applicable.  CEP is an optional poverty measure used for serving Title I schools.
  • Submission of Unified Improvement Plan, as appropriate.  If using UIP to satisfy ESSA LEA or Title I schoolwide planning requirements, ensure all requirements are addressed in the UIP prior to submission
  • Program Evaluation- Evaluation strategies should be directed by the District and should be reflected in the annual consolidated application to reflect effectiveness of programs and/or strategies. Evaluation should be ongoing throughout the school year
  • April ꟷ May: Stakeholder (school leaders, teachers, families of students that participate in federally funded programs, etc.) input regarding activities to be conducted in subsequent school year with ESEA funds
  • April ꟷ May: Collect stakeholder input regarding activities to be conducted in subsequent school year with ESEA funds.  Submit any dissenting comments to CDE via consolidatedapplications@cde.state.co.us
  • April ꟷ May: Consult with parents in Title I, Part A schools regarding activities to be conducted with the parent involvement set aside, as applicable
  • April ꟷ May: Consolidated Application Trainings
  • April ꟷ June: Preliminary ESEA allocations available.  Update any plans or draft budgets with posted allocation amounts prior to submission of the Consolidated Application
