Update on Colorado’s ESSA State Plan Development

Thank you to the hundreds of educators, parents, and students who took the time to attend and provide feedback at the ESSA listening tour events, listening tour webinar, and through our ESSA blog and email inbox. We are in the process of finalizing the compilations of comments, concerns, and ideas we heard during the tour.  We have sent the input we received by site to all who attended the sessions and are also posting the comments by site on the CDE website.

ESSA and Schoolwide Programs

Title I under the Every Student Succeeds Act (ESSA) will continue to offer two types of school-based programs:  targeted assistance and schoolwide.  While targeted assistance is an effective way to direct supplemental services to an identified group of students, schoolwide programs allow all students to benefit and offer a myriad ways to meet the needs of struggling learners and historically underserved student populations.  Schoolwide programs also offer the opportunity to consolidate Title I funds with other federal resources, including Individuals with Disabilities Education Act (IDEA) f

Proposed ESSA Regulations and Public Comment Process from the U.S. Department of Education

The United States Department of Education (USDOE) has recently proposed regulations on accountability, consolidated state plans, and data reporting under the Every Student Succeeds Act. The proposed regulations were published in the Federal Register on Tuesday, May 31, and are available here.  These proposed rules are subject to a 60-day public comment period, with comments due by August 1, 2016.  The U.S.

Participate in the ESSA Listening Tour Webinar

Colorado Department of Education (CDE) officials visited seven locations across Colorado, with 13 sessions in total, as part of the ESSA listening tour. CDE is hosting an ESSA listening tour webinar on June 1st for those unable to attend an in-person session. This listening tour session is open to all interested participants.

Summary of Changes to Title III

While many program requirements and allowable activities remain the same under Title III in the Every Student Succeeds Act (ESSA) as described in the No Child Left Behind Act (NCLB), ESSA has restructured portions of the entire statute to improve upon and ensure equitable supports and opportunities for English learners (ELs).  One of the most significant changes in Title III under ESSA centers on the move of EL accountability, Annual Measurable Achievement Objectives (AMAOs), from Title III to the Title I State Plan1.

ESSA: Negotiated Rulemaking

The negotiated rulemaking process for the Every Student Succeeds Act (ESSA) officially began the week of March 21st when the Negotiating Committee met for the first time in Washington, D.C.  The negotiated rulemaking process enables the Department of Education (ED) to develop proposed regulations to implement a substantive policy or requirement, publish the proposed regulations for public comment, and based upon the comments, issue final regulations.  ED prepared for this process by accepting stakeholder comments through regional meetings held in January 2016, as well as soliciting written
