Program Description: Overview: This interactive program will introduce evaluators to basic concepts and practices in evaluation in general, and with regard to the CDE State Model Evaluation System in particular. This three-day program begins on day one with a survey of key evaluation concepts and applications. It will draw heavily from the NSF Handbook of Project Evaluation (2010) guiding participants through rich examples of each of the integral steps in evaluation, including: development of a conceptual model of the program and identification of key evaluation points, development of evaluation questions and definition of measurable outcomes, development of an evaluation design, collection of data, analysis of data, and provision of information to interested audiences. From this experience w ith evaluation generally, participants engage on days 2 and 3 with the elements of the CDE State Model Evaluation System including: the critical Effects of S.B. 10-191, priorities of implementation, the evaluation process, professional practice, framew orks/standards/elements for principals, teachers, and specialized service professionals, the structure/components/scoring of the rubrics, inter-rater agreement, measures of student learning/outcomes, and how to determine the final rating. A key feature of the entire program is opportunity for application of new ideas as multiple time periods are set aside for processing and practice.
