K-12 Student Discipline Analysis

2013-14 School Year

The “Moving from Zero Tolerance to Supportive School Discipline Practices: A Comparison of Student Discipline Incidents for the 2011-12 and 2013-14 School Years” report analyzes K-12 student discipline incidents data. The data pertain to behaviors that violate student Codes of Conduct. School districts annually report this data to the Colorado Department of Education.  

The 2011-12 school year data was the last year of data prior to the passage of HB12-1345 (School Finance Act) that eliminated statutory mandates for schools to expel students for felony assaults, drugs, weapons, and robbery. This 2012 law also encouraged less out-of-school suspensions and less referral to the juvenile justice system for school-based behavior. It also encouraged alternatives to suspension and expulsion through the use of graduated penalties identified in school discipline codes and maximizing multi-tiered systems of support for students experiencing behavior difficulties. The bill became nationally known as landmark legislation to eliminate "zero tolerance."

  • Depicts the total number of incidents disciplined by types of behavior and disciplinary actions taken, i.e. suspensions, expulsions; referrals to law enforcement; disciplinary actions by race, ethnicity and gender; actions taken by elementary, middle/junior high, and senior high schools; effective strategies and overall conclusions.

  • During the 2011-12 school year, there were 104,519 disciplined incidents reported to the Colorado Department of Education. The report issued that year analyzed the behaviors and disciplinary actions taken, actions taken by race, ethnicity and gender, and grade levels.
