In 1988, the Colorado General Assembly created the Colorado Preschool Program (CPP) to serve the young children in Colorado who were most vulnerable to starting grade school unprepared. The legislature responsibly recognized that providing quality early childhood education would ultimately curb dropout rates, help children achieve their full potential, reduce dependence on public assistance, and decrease susceptibility to criminal activities (22-28-102 C.R.S.).

CPP is funded through the Colorado Public School Finance Formula, and it is administered under the Office of Teaching and Learning.

Building Blocks to the Colorado K-12 Content Standards
All classrooms that include CPP-funded children must be committed to using the
Colorado Quality Standards for Early Childhood Care and Education Services as indicators of developmentally appropriate practice in a high quality program. We have information on the new P-12 Academic Standards as they apply to preschool, as well as the Building Blocks documents for the K-12 content standards.
 

Results Matter and CPP
Another requirement for CPP funding is participation in Results Matter, our authentic assessment and online data collection.

Colorado State Assessment System Revision Process (School Readiness Assessment) Subcommittee considerations are posted and include early childhood recommendations in the Ready Child and Ready School sections beginning on page 30.
