Charge & Purpose
Senate Bill 10-191
mandates that 50% of a licensed educator’s evaluation
will be determined by the academic achievement and
growth of the student with whom the educator has
provided instruction. The Content Collaboratives and a
Technical Steering Committee will review, possibly
augment, and/or create student academic growth measures
to align with expectations in the Colorado Academic
Standards.
The Technical Steering Committee, consisting of
psychometric experts from Colorado and around the
country, will establish the guiding principles for
developing fair, valid and reliable assessments in all
content areas and will review criteria for measuring
student academic learning to verify instruments
recommended by the Content Collaboratives, as well as
those used or created by districts. Verified instruments
will then be piloted, peer reviewed and placed in the
online resource bank.
As years progress, the writing of student academic
growth measures by Colorado educators or the piloting of
new assessments will rely on the standardizing skills
and expertise of the Technical Steering Committee.
