State sees slight uptick in third grade reading performance

Districts displaying notable gains received targeted grants

Overall statewide preliminary results for the grade 3 Transitional Colorado Assessment Program (TCAP) reading proficiency increased 1 percent from 73 percent proficient and advanced in 2011 to 74 percent proficient and advanced in 2012. To view the results, visit:

“We are happy to see an increase in the overall rate for our proficient and advanced students in Colorado, as well as notable increases for a number of our school districts,” said Deputy Commissioner Diana Sirko. “The focus on the importance of literacy skills for our students at all grade levels is a positive one that will continue to serve our students well in years to come.”

A number of districts showing notable gains are some of the turnaround or low performing schools and districts that received School Improvement, Targeted District Improvement and Closing the Achievement Grants. These grants, totaling more than $60 million, targeted low performing schools or schools with large achievement gaps, where dollars were used for intense intervention in reading.

The complete release of grade 3 TCAP Reading and Lectura scores is anticipated in Aug. 2012 -- the same time as results are released for the remaining TCAP content area tests, CoAlt tests and the Colorado ACT. Third-grade results are generated earlier than other state test results so schools and districts may begin determining strategies for students who are struggling with early literacy issues.

The Transitional Colorado Assessment Program (TCAP) is designed to support school districts as they transition to the new Colorado Academic Standards. Where possible, TCAP measures standards that are common between the old standards and new standards. TCAP results can be compared to past years of Colorado Student Assessment Program (CSAP) test results. TCAP was designed to maintain comparable results that can be used in the state’s accountability system.
