State board swears in Joyce Rankin

Board elects Steve Durham as chairman; recognizes Marcia Neal for her contribution

The Colorado State Board of Education met for its regularly scheduled meeting on August 12.  Meeting highlights include:

The Colorado State Board of Education swore in its newest member at a ceremony today at the Colorado Department of Education. Joyce Rankin from the 3rd Congressional District was selected by a Republican vacancy committee on Saturday to replace retired board member Marcia Neal.

The board also voted unanimously to elect Steve Durham as chairman through 2016. Durham was elected in December 2014 by the El Paso Republican Party to fill a mid-term vacancy in the 5th Congressional District seat on the state board. His term expires in January 2017. 

Resolution

The board passed a resolution recognizing Marcia Neal for her service on the state board from 2009 through 2015. Read the resolution.

Data Privacy and Security

CDE and staff from the Attorney General’s Office shared feedback received from the public on data privacy and security provisions in third-party vendor contracts.  Staff presented a draft contract template with proposed data privacy and security provisions.  View the presentation.

Student Recognitions

The board recognized the following student artists that placed in the congressional art competition for their outstanding work:

Honor Miles, 1st Congressional District

Lazar Stankovic, 2nd Congressional District

Cheyenne McGrath, 3rd Congressional District

Melissa Peregoy, 4th Congressional District

Kayla Liller, 5th Congressional District

Whitney Kendall, 6th Congressional District

Hannah Lemmons, 7th Congressional District

The student artwork will be installed in the State Board Room through June 2016. 

Sylvie Lamontagne, a 7th-grader from Creighton Middle School (Jeffco Public Schools) competed in the Scripps National Spelling Bee. She placed 9th in the National Competition out of 285 participants. Lamontagne advanced through the competition by spelling words such as topeng, eutrophic and monepic. 

Elementary and Secondary Education Act (ESEA) Flexibility Waiver Renewal

At its meeting in March, the state board approved Colorado's ESEA waiver renewal request.  In April, May and June, staff provided the board with an update of CDE's correspondence with the USDE regarding the waiver request. Since that time, staff has amended the waiver request to reflect the requirements of H.B. 15-1323 and has had additional communication with the U.S. Department of Education. The board moved to continue the discussion about the current draft of the waiver again in September when additional information is available from the USDE. View the presentation.

READ Act

Staff provided information to the board about the status of implementation of H.B. 15-1323 in relation to the Colorado READ Act. View the presentation.

Graduation Guidelines

Staff revisited the original menu of options for graduation requirements passed in 2013 and the current proposed menu.  After review and discussion, the board decided to consider the menu at the September meeting with possible amendments. View the presentation.

Elementary and Secondary Education Act Reauthorization Update

The federal Elementary and Secondary Education Act (ESEA) provides significant funding to Colorado, along with program and accountability requirements. As the two proposed bills (house and senate) move through the legislative process, staff is keeping the board apprised of potential changes to the law. View the presentation.
