Colorado Basic Literacy Act

The Colorado Basic Literacy Act was enacted in 1997 by the Colorado General Assembly to ensure that all students by the third grade have the literacy skills essential for success in school and life. CBLA calls for local school districts to identify students who are reading below grade level and give them the necessary reading interventions.

Revisions to State Board Rules:

The CBLA Rulemaking Hearing that was previously scheduled for June 13, 2012 has been canceled due to the passing of House Bill 1238, The Colorado READ Act. Please continue to refer to this webpage for updates and news related to HB 1238.

Data Collection:

The 2011 - 2012 CBLA data collection will open Tuesday, May 15th and close Friday, August 31st. Although there are no changes to the data collected, the data will no longer be collected as a part of the End of Year (EOY) collection. If you are a new respondent or would like a review of the data collected and the tools available to submit the data, a recording of a training webinar that was conducted on May 14th is linked below.
