Colorado Basic Literacy Act

The Colorado Basic Literacy Act was enacted in 1997 by the Colorado General Assembly to ensure that all students by the third grade have the literacy skills essential for success in school and life. CBLA calls for local school districts to identify students who are reading below grade level and give them the necessary reading interventions. CBLA will be repealed as of July 1, 2013 due to the passage of H.B. 12-1238, the Colorado READ Act. Refer to the READ Act page for more details.

CBLA Data Collection:

The 2011 - 2012 CBLA data collection opened Tuesday, May 15th and will close September 9th. Although there are no changes to the data collected, the data is no longer collected as a part of the End of Year (EOY) collection. DIBELS Benchmark Goals:

The University of Oregon DIBELS Data System released a report this summer suggesting that all DIBELS Next probes no longer need to be given at each grade level and that the system will no longer require calculation of a composite score. The University of Oregon DIBELS Data System is recommending new benchmark goals which are not the same as the benchmark goals recommended by Dynamic Measurement Group, the authors of DIBELS Next. For all state level reporting, CDE will continue to require use of the former goals generated by using all probes at each grade level to determine an overall composite score. This applies to reporting for the Colorado Basic Literacy Act, the READ Act, and the Read To Achieve grant program.
