The Colorado Reading To Ensure Academic Development Act (Colorado READ Act) was passed by the Colorado Legislature during the 2012 legislative session. The READ Act repeals the Colorado Basic Literacy Act (CBLA) as of July 1, 2013, keeping many of the elements of CBLA such as a focus on K-3 literacy, assessment, and individual plans for students reading below grade level. The READ Act differs from CBLA by focusing on students identified as having a significant reading deficiency, delineating requirements for parent communication, and providing funding to support intervention. Other components of the Colorado READ Act include a competitive Early Literacy Grant and a resource bank of assessments, instructional programming, and professional development. READ Act Rulemaking

On Tuesday, March 12, 2013, the State Board voted to approve the Rules for the Administration of the Colorado READ Act. A copy of the rules and the Cut-off Scores for Identifying a Significant Reading Deficiency document are linked below.

Public Outreach Meetings

Spring 2013 Outreach Meetings

Mark your calendar for a series of training sessions across the state designed to support implementation of the READ Act (HB 12-1238). From March to May, the department will be providing training sessions for teachers and instructional leaders focused on (1) understanding components of the READ Act, (2) identifying a significant reading deficiency, (3) developing effective READ plans, and (4) submitting READ data to the Department. Information about the opportunity to participate in a state sponsored license for the DIBELS Next System will also be provided. All trainings will be conducted from 4:30 to 7:00 pm unless otherwise specified.
