Background: These rules address three issues:
1) The need to update the skills and knowledge section to conform with other endorsements at CDE, and incorporate changes in the profession since 1991. This would also result in updates being made to the test of library competencies (PLACE exam).
2) Create more flexibility in how librarians may obtain endorsements by creating two levels of endorsement depending on educational levels and background.
3) Allow those without teaching experience, but with library background and degrees, to be eligible to obtain teaching practice through Alternative Teacher Licensure programs that are now open to other endorsement fields. Retaining teaching and library experience is still an overriding element of the revision.
The Colorado State Library and the Library Development Services staff worked with a committee for almost a year to revise the Endorsement Rules. The committee was comprised of people from the academic community, school libraries, and regional representatives.
