Regarding disciplinary proceedings concerning a License in Charge No. 2008EC05, the license holder has been charged with engaging in unlawful and unethical behavior in violation of §Â§22-60.5-107(2.5)(a)(I)(C) and (4), C.R.S., and Colorado State Board of Education Rules 1 CCR 301-37, 22-60.5-R-15.00(2)(l) and (3)(a) and 22-60.5-R-15.02(10).

Regarding disciplinary proceedings concerning a license Charge No. 2008EC06,
the license holder has been charged with engaging in unlawful and unethical behavior in violation of §Â§22-60.5-107(2.5)(a)(I)(C) and (4), C.R.S., and Colorado State Board of Education Rules 1 CCR 301-37, 22-60.5-R-15.00(2)(l) and (3)(a) and 22-60.5-R-15.02(1), (2) and (10).

8. Diocese of Pueblo Principal Induction Program
The Diocese of Pueblo seeks approval of its induction program for Principals new to the district. The proposed program has been determined to meet State Board of Education requirements for school district induction programs. A copy of the Diocese of Pueblo induction program is attached.

9. Miami-Yoder Teacher Induction Program
The Miami- Yoder School District seeks approval of its induction program for Teachers new to the district. The proposed program has been determined to meet State Board of Education requirements for school district induction programs. A copy of the Miami- Yoder School District induction program is attached.

10. Telluride R-1 S.D.Teacher/Special Services Prov. Induct. Prog.
The Telluride R-1 School District seeks re-approval of its induction programs for Teacher/Special Services Provider new to the district. The proposed program has been determined to meet State Board of Education requirements for school district induction programs. A copy of the Telluride R-1 School District induction program is attached.

11. Appointments to CSEAC
The Colorado Special Education Advisory Committee supports and recommends the appointment of the following individuals to the required vacant positions (please see the attached nomination forms):

· Jami Boarman - representing a district charter school administrator (Congressional District 6)
· Pam Christy - representing parents of children with disabilities (Congressional District 6)
· Nita McAuliffe - representing special education administrators (Congressional District 3)
· Gloria Mounts - representing parents of children with disabilities (Congressional District 3)
· Duane Richert - representing the Division of Youth Corrections from the Department of Corrections (Congressional District 3)
· Erin Ross - representing parents of children with disabilities (Congressional District 2)
· Mimi Thurston - representing parents of children with disabilities (Congressional District 3)
· Robert Ward - representing parents of children with disabilities (Congressional District 6)
Please note: The CSEAC Membership Subcommittee will continue to recruit for a representative from a private school and make a recommendation at a future date.

12. Contingency Reserve Payment for Ouray County School Districts
The Ouray County Assessor informed three school districts with property in Ouray County that approximately 36 properties were incorrectly assessed resulting in a loss of property tax revenues to the districts.

13. EDAC Replacement for Unexpected Resignation
The unexpected resignation of our superintendent representative from the Southwest region necessitates immediate replacement from an unrepresented area of expertise. The committee has not had consistent representation from past superintendents and brainstormed an unrepresented area of a frontline data person. Therefore Lena Fraley, Thornton Middle School Registrar in Adams 12 Five Star Schools (Metro region) has been recommended by EDAC members to fulfill this role.

The State Board and Commissioner Jones wished to express their thanks for Dr. Larry Vibber, who has served as superintendent in the Fowler School District for forty-six years.

The Brighton 27J School District Board of Education and Landmark Academy Charter School have entered into a contract for a period ending June 30, 2037. Brighton 27J School District Board of Education requests a waiver from 22-32-109(1)(b)(t), C.R.S. in addition to the waivers that are automatically approved, for a period ending June 30, 2037.

the license holder has been charged with engaging in unlawful and unethical behavior in violation of §Â§22-60.5-107(2.5)(a)(I)(C) and (4), C.R.S., and Colorado State Board of Education Rules 1 CCR 301-37, 22-60.5-R-15.00(2)(l) and (3)(a) and 22-60.5-R-15.02(1), (2) and (10).

6. Emergency Renewal Authorizations (2)
Colorado law, 22-60.5-111(1)(c),C.R.S., and State Board Rule 4.03 provide that a local board of education may request an Emergency Authorization to employ a non-licensed teacher, principal, administrator or special services provider. The District must agree to provide an induction program. The State Board will exercise judgment as to whether the District has demonstrated a shortage of nonlicensed personnel and the employment of non-licensed personnel are essential to preserving the instructional program and to the well-being of the children enrolled. In addition, the Emergency Authorizations may be renewed only upon approval by the State Board.

2. Approval of Summer School Funds for Eligible Facilities, Summer 2008
2286-R-1.00 Adopted 12/12/2002; Amended 11/9/2006
Summer School Grant Program for Eligible Facilities
A grant program designed to assist facility schools in providing intensive research-based educational services in the areas of reading, writing, and/or mathematics for children who are performing below grade level in these areas.

The summer school program is required to be at least six weeks long and at least 20 hours per week of academic instruction.

This is a non-competitive grant. All below grade level students in eligible facilities that applied for the grant were approved for funding.

Please see the attached list of facilities and the recommended funding level for each.

1. Appointments to the State Advisory Committee for Gifted Student Education
The State Advisory Committee provides the State Board of Education with information and recommendations regarding issues impacting gifted student education. The SBE provides a liaison to this committee that meets 4-5 times a year. This is a notification of the forthcoming vacancies on the State Advisory Committee at the end of the term, June 30, 2008. The SAC position is a 3-year term with a two-term limitation.

Vacancies will be in the following Congressional Districts:
I (community member), II (community member), III (parent), IV (community member), VI (educator), and VII (parent, community member)

Representation on SAC is balanced by stakeholder roles: parent, educator, administrator and community/business).

The State Advisory Committee is accepting nominations to fill vacancies from each of the above mentioned Congressional Districts. A list of recommended members will be submitted to the State Board for final approval. State Board members and other educational leaders are invited to submit names for nomination. Each nominee must submit a letter of intent and a brief biography or resume. XXI. Executive Session
At the conclusion of the meeting, the State Board of Education will convene an Executive Session at noon to address the following matters: to receive legal advice from the Board's attorneys in accordance with § 24-6-402(3)(a)(II), C.R.S. and to discuss personnel matters in accordance with § 24-6-402(3)(b)(I),C.R.S. This session is closed to the public.
