XI. ACTION ITEMS - EDUCATIONAL SERVICES

1. Accreditation Contracts
Extend current Accreditation contracts for an additional six years (July 1, 2007 June 30, 2013) with the provision that, after one years time, the State Board of Education will negotiate with local school districts the original terms and conditions on which the Accreditation contract is based to reflect statutory or other changes that may occur in the period ending June 30, 2007; the negotiated changes would be in effect for the remaining five years of the contract July 1, 2008 through June 30, 2013.
 

XII. ACTION ITEMS - STATE LIBRARY

1. Accessible Educational Materials for Students with Print Disabilities Grant Program
Approve Assistive Technology Partners, Department of Physical Medicine and Rehabilitation, University of Colorado at Denver and Health Sciences Center as the grant recipient.
 

XIII. ACTION ITEMS - ENGLISH LANGUAGE ACQUISITION

1. English Language Proficiency Act (ELPA) Program - SY 06-07
Approve the distribution of 2007 funds to eligible school districts in accordance with the English Language Proficiency Act (Article 24 of Title 22, CRS) in the amount of $6,132,897.

Approve the content of the proposed Teacher/Special Service Provider Induction Program at the Clear Creek School District.

Approve the content of the proposed Teacher/Special Service Provider Induction program at the Delta County School District.

3. Teacher/Special Service Provider Induction Program: The Diocese of Colorado Springs
Approve the content of the proposed Teacher/Special Service Provider Induction program at the Diocese of Colorado Springs.

4. Disciplinary Proceedings Concerning License No. 268515 Charge No. 2006EC12
Instruct department staff and the state attorney generals office to prepare the documents necessary to request a formal hearing for the revocation of the holders license pursuant to 22-60.5-108, C.R.S.

5. Disciplinary Proceedings Concerning License No. 306351 Charge No. 2006EC32
Signify acceptance and approval of the terms and conditions of the settlement agreement by directing the commissioner to sign the original copy of the agreement.

6. Disciplinary Proceedings Concerning Certificate No. 263573, Certificate No. 277363, Authorization No. 90129, License No. 161203, License No. 337526 and License No. 337526D. Charge No. 2006EC36
Instruct department staff and the state attorney generals office to prepare the documents necessary to request a formal hearing for the annulment or revocation of the holders certificates, authorization and licenses pursuant to 22-60.5-108, C.R.S.

Instruct department staff and the state attorney generals office to prepare the documents necessary to request a formal hearing for the annulment or revocation of the holders authorization pursuant to 22-60.5-108, C.R.S.

8. Disciplinary Proceedings Concerning Authorization No. 326024 and an Application for a License Charge No. 2006EC40
Instruct department staff to issue a notice of denial and appeal rights to the applicant pursuant to 24-4-104, C.R.S., and instruct department staff and the state attorney generals office to prepare the documents necessary to request a formal hearing for the revocation of the holders authorization pursuant to 22-60.5-108, C.R.S.

9. Disciplinary Proceedings Concerning Authorization No. 82041, Authorization No. 84628, Authorization No. 89070, Authorization No. 92608, License No. 237847 and an Application for a License Charge No. 2006EC44
Instruct department staff to issue a notice of denial and appeal rights to the applicant pursuant to 24-4-104, C.R.S., and instruct department staff and the state attorney generals office to prepare the documents necessary to request a formal hearing for the annulment of the holders authorizations and license pursuant to 22-60.5-108, C.R.S.

10. Approval of Requests for Type III Authorizations-Emergency-Initial (16)
Approve the Initial Type III Authorizations requested.

11. Denver Public Schools Waivers: Teach For America Teacher in Residence and/or Alternative Teacher Preparation Program
Approve waivers for the Denver Public Schools (DPS) for a two-year period ending February 29, 2009, in order that the district have the ability to implement a Teach For America (TFA) Teacher in Residence (TIR) Program and/or Alternative teacher preparation program, as follows: 22-9-106(4)(a), 22-60.5-106, and 1 CCR 301-37 2260.5-R paragraph 2.00; and Sections 2.00, 3.00 (including 3.01 (1)-(7) and 3.12), 7.00, 8.00, 9.00, 11.00, 13.00, 14.00 and 18.00; and 22-32-110.3, 22-60.5-201, 22-60.5-203, 22-60.5-205, 22-63-201, 22-63-203, 22-63-301, 22-63-302, 22-63-403, and 1 CCR 301-37 2260.5-R paragraph 2.00, Section 4.12, for candidates participating in the DPS TFA Preparation Program to be utilized and become licensed in hard-to-fill areas as defined by DPS. The waivers incorporate accountability provisions that include twice annual reviews during the two-year pilot. These waivers apply only to a single source program and only to the Denver Public Schools, as a single district.

Certify payments to school districts for the Public School Finance Act of 1994 (as amended) state share of total program for the period February 2007 through May 2007. The payment amount for February is $254,928,268.46 and the total amount for February through May is $1,019,713,073.84.
