1. Contract: The Colorado Student Assessment Program Alternate (CSAPA) between the State of Colorado Departement of Education and CTB McGraw-Hill.

Approve the initiation of a contract between the State of Colorado Department of Education and CTB McGraw-Hill, in an amount not to exceed $4,800,000 over a 5-year period to revise and administer CSAPA in grades 3-10.


2. Interagency Agreement between the State of Colorado, Department of Education, Exceptional Student Services Unit (ESSU) and the University of Colorado Health Sciences Center School of Medicine, Statewide Assistive, Augmentative Alternative Communication (SWAAAC).

Approve agreement between the State of Colorado, Department of Education, Exceptional Student Services Unit (ESSU) and the University of Colorado Health Sciences Center School of Medicine, Statewide Assistive, Augmentative Alternative Communication (SWAAAC) not to exceed $780,354 for SFY 2006 and SFY 2007.


3. Payments to Administrative Units from HB 06-1368 for Gifted and Talented Education

Approve payments of funds as indicated on the attachment.

The State Board signify its acceptance and approval of the terms and conditions of the settlement agreement by directing the commissioner to sign the original copy of the agreement.

The State Board signify its acceptance and approval of the terms and conditions of the settlement agreement by directing the commissioner to sign the original copy of the agreement.

The State Board instruct department staff to issue a notice of denial and appeal rights to the applicant pursuant to 24-4-104, C.R.S.

The State Board instruct department staff and the state attorney generals office to prepare the documents necessary to request a formal hearing for the revocation of the holders authorization pursuant to 22-60.5-108, C.R.S.


9. Establishment of Fees for Licensing Program

Establish evaluation fees and CBI/FBI charges for FY 06/07 according to the following schedule:

10. Diocese of Pueblo Catholic Schools, Pueblo Teacher Induction Program

Approve the content of the proposed Teacher Induction program at the Diocese of Pueblo Catholic Schools in Pueblo.


11. Flagstaff Academy, Longmont Teacher Induction Program

Approve the content of the proposed Teacher Induction program at the Flagstaff Academy in Longmont.


12. Colorado State University - Pueblo (CSU-P) endorsement preparation program in Linguistically Diverse

Approve the content of the proposed endorsement preparation program in Linguistically Diverse as submitted by Colorado State University Pueblo (CSU-P), Pueblo, CO.


13. Regis College/University (Regis) endorsement preparation programs in Linguistically Diverse Education and Linguistically Diverse Education Specialist: Bilingual

Approve the content of the proposed endorsement preparation program in Linguistically Diverse Education and Linguistically Diverse Education Specialist: Bilingual as submitted by Regis College/University.


14. Pikes Peak BOCES: Special education generalist endorsement to Pikes Peak BOCES approved Teacher In Residence Program

Approve the special education generalist endorsement to the Pikes Peak BOCES Teacher In Residence Program.


15. Pueblo 60 and 70 Teacher In Residence Programs: Add the Linguistic Diverse Endorsement to Pueblos 60 and 70 approved Teacher In Residence Programs.

Approve the Linguistically Diverse Endorsement to Pueblo 60 and 70 Teacher In Residence Programs.


16. Provisional Re-authorization of the content of the Educator Preparation Program at Adams State College, Alamosa.

The State Board of Education is requested to provisionally re-authorize the licensure/endorsement program content of the educator preparation program at Adams State College, Alamosa, so that CDE may forward that provisional approval to the Colorado Commission on Higher Education.


17. Provisional approval to the proposed endorsement preparation program in Special Education Generalist submitted by Adams State College (ASC).

The Colorado State Board of Education is requested to provisionally approve the content of the proposed endorsement preparation program for Special Education Generalist, as submitted by Adams State College.


18. Provisional approval to the proposed endorsement preparation program in Special Education Generalist, as submitted by the University of Northern Colorado (UNC), Greeley.

The Colorado State Board of Education is requested to provisionally approve the content of the proposed endorsement preparation program in Special Education Generalist, as submitted by the University of Northern Colorado (UNC), Greeley.

Approve the attached list of payments to administrative units.


2. Approval of Amounts to School Districts for the Public School Finance Act of 1994 (As Amended)

The total amount to be approved is $245,898,567.41 to school districts for the Public School Finance Act of 1994 (as amended) state share of total program for June 2006.


3. Contract: Colorado Department of Education, Office of Management Services and ACT, Inc.

Approve the contract between: The Colorado Department of Education, Office of Management Services and ACT, Inc., for the total amount of $1,450,031.00 for the dates of 07/01/05 through 06/30/06.


4. Additional Funding to Administrative Units for Special Education Programs Under the Exceptional Children's Educational Act, 2005-06

The Department recommends that the State Board approve the attached list of payments to administrative units.

1. Regis University (Regis) proposed endorsement preparation programs in Special Education Generalist

Review the content of the proposed endorsement preparation programs in Special Education Generalist submitted by Regis University (Regis).


2. Resolution Concerning Environmental Education

Jared Polis and Karen Middleton are requesting the Board to consider this resolution for adoption in its May meeting.
