w. Disciplinary Proceedings Concerning an Application for a License Charge No. 2006EC01

A. The State Board instruct department staff to issue a notice of denial to the applicant concerning the request to remove the application from the applicants file.

B. The State Board instruct department staff to issue a notice of denial and appeal rights to the applicant concerning the application pursuant to 24-4-104, C.R.S.

a. Changes to Colorado's No Child Left Behind Plan

Adopt the attached summary of the amendments to the NCLB State plan and ratify staff's proposed amendments into the NCLB Workbook that were submitted to the U.S. Department of Education prior to April 1, 2006.


b. School Districts Seeking Exclusive Chartering Authority

Approve Academy 20, Cheyenne Mountain 12, Five Star, and Lewis Palmer 38 school districts for exclusive chartering authority according to 22-30.5-504(9)(a), C.R.S.


c. School Districts Seeking Exclusive Chartering Authority

Approve Durango 9-R, Montezuma-Cortez RE-1, Montrose County RE-1J and Pueblo City 60 school districts for exclusive chartering authority according to 22-30.5-504(5)(b)(II), C.R.S.


d. School Districts Seeking Exclusive Chartering Authority

Approve Delta County 50(J), Englewood 1, Fountain 8, Garfield RE-2 and Mapleton 1 school districts for exclusive chartering authority according to 22-30.5-504(6), C.R.S.


e. School Districts Seeking Exclusive Chartering Authority

Approve the LaPlata County 10 JT-R school district for exclusive chartering authority according to 22-30.5-504(5)(b)(I), C.R.S.


f. Waiver Request - St Vrain Valley School District on behalf of Carbon Valley Academy Charter School

Approve the attached waiver request, in addition to the waivers that are automatically approved, for a period ending May 11, 2006 as follows: 22-33-106; C.R.S.


g. Waiver Request - Weld Re-3J School District on behalf of Cardinal Community Academy Charter School

Approve the attached waiver request, in addition to the waivers that are automatically approved, for a period ending May 11, 2006 as follows: 22-32-109(1)(n)(l)(t), 22-32-110(1)(i)(j)(k)(ee), 22-32-119; C.R.S.


h. Waiver Request - St Vrain Valley School District on behalf of Flagstaff Academy Charter School

Approve the attached waiver request, in addition to the waivers that are automatically approved, for a period ending May 11, 2006 as follows: 22-1-110, 22-32-119, 22-32-109(1)(b)(n)(II)(B)(t)(aa); 22-32-110(i)(j)(k)(ee), C.R.S. Further, that the Board consider the request for waiver from 22-32-113(5)(a) & 22-45-103(1)(f), C.R.S.


i. Waiver Request - St Vrain Valley School District on behalf of Twin Peaks Charter Academy

Approve the attached waiver request, in addition to the waivers that are automatically approved, for a period ending May 11, 2006 as follows: 22-1-110, 22-7-207, 22-32-109(1)(b)(n)(t), 22-32-110(1)(k)(bb), C.R.S. Further, the Board consider the request for waiver from 22-24-105 & 22-32-116.5, C.R.S.


j. Waiver Request - St Vrain Valley School District on behalf of Ute Creek Secondary Charter School
Approve the attached waiver request, in addition to the waivers that are automatically approved, for a period ending May 11, 2006 as follows: 22-1-110, C.R.S. Further, the Board needs to consider the request of waiver from 22-32-113 & 22-45-103, C.R.S.

XV. ACTION ITEMS - PREVENTATIVE INITIATIVES

a. Rules for the Administration of the Colorado Schoolchildren's Asthma and Anaphylaxis Health Management Act, 1 CCR 301-68.

Conduct a hearing and adopt Rules for the Administration of the Colorado Schoolchildren's Asthma and Anaphylaxis Health Management Act.


XVI. ACTION ITEMS - MANAGEMENT, BUDGET & PLANNING

a. Contract: Colorado Department of Education, CTB/McGraw-Hill, Office of Managemtent Services for the Colorado English Language Assessment (CELA)program

Approve the contract between the Colorado Department of Education, CTB/McGraw-Hill, Office of Management Services for the Colorado English Language Assessment (CELA) program in an amount not to exceed $1,826,838.00 for the period of March 1, 2006 through June 30, 2006.


b. Contingency Reserve Request from Denver Public Schools to Relieve the District of Revenue Losses Due to Delta and Northwest Airlines Bankruptcy

Appove the contingency reserve request from Denver Public Schools to relieve the district of revenue losses due to Delta and Northwest Airlines bankruptcy.

a. CSAP Assessment Grade Level Objectives and Achievement Standards

Review recommendations made to the Colorado Model Content Standards for science.


b. Pikes Peak BOCES: Add the special education generalist endorsement to Pikes Peak BOCES approved Teacher In Residence Program
Review the special education generalist endorsement to the Pikes Peak BOCES Teacher In Residence Program.

c. Pueblo 60 and 70 Teacher In Residence Programs: Add the Linguistic Diverse Endorsement to Pueblos 60 and 70 approved Teacher In Residence Programs.

Review the Linguistically Diverse Endorsement to Pueblos 60 and 70 Teacher In Residence Program.


d. Teacher Induction Program submitted by the Flagstaff Academy, Longmont

Review the proposed Teacher Induction Program submitted by the Flagstaff Academy, Longmont.


e. Teacher Induction Program submitted by the Diocese of Pueblo Catholic Schools, Pueblo

Review the proposed Teacher Induction Program submitted by the Diocese of Pueblo Catholic Schools, Pueblo.


f. Establishment of Fees for Licensing Program
Review and establish evaluation fees and CBI/FBI charges for FY 06/07.

g. Contract: The Colorado Student Assessment Program Alternate (CSAPA) between the State of Colorado and to be determined.

Review the contract between the State of Colorado and a vendor to be determined, as the Request For Proposal is on the BIDS system until March 6th. After the bid process is over, the name of the company to be contracted and amount will be on the Agenda Summary Action Sheet for review and approval for the contract to begin on 07/01/06.


h. Contract: Colorado Department of Education, Office of Management Services and ACT, Inc.

Review for approval in May the contract between: The Colorado Department of Education, Office of Management Services and ACT, Inc., for the total amount of $1,450,031.00 for the dates of 07/01/05 through 06/30/06.


i. Regis College/University (Regis) endorsement preparation programs in Linguistically Diverse Education and Linguistically Diverse Education Specialist: Bilingual

Review the content of the proposed Regis College/University (Regis) endorsement preparation programs in Linguistically Diverse Education and Linguistically Diverse Education Specialist: Bilingual


j. Colorado State University - Pueblo (CSU-P) endorsement preparation program in Linguistically Diverse

Review the content of the proposed endorsement preparation program in Linguistically Diverse as submitted by Colorado State University Pueblo.


k. Resolution Concerning Environmental Education
Jared Polis and Karen Middleton are requesting the Board to consider this resolution for adoption in its May meeting.

l. Five-Year Strategic Plan for CDE and Leadership Paper Presented in February 2006

Review the five-year strategic plan for CDE and the leadership paper presented in February 2006 for discussion in the May Board meeting.
