The Adult Basic Education Authorization* is the only state issued credential for educators who work with adult learners on improving literacy skills, English language proficiency and/or preparing them to pass the GED test. The authorization is issued by Colorado Educator Licensing as authorized by the State Board of Education under Colorado Code of Regulations 301-37, Rules for the Administration of the Educator Licensing Act of 1991, as amended by Regulation 2260.5-R-4.16. It is valid for five years.
*The Authorization in Literacy Instruction (LIA) is now known as the Adult Basic Education Authorization. The Colorado Board of Education unanimously approved the name change at the August 8, 2012 meeting. The new name more accurately reflects the competencies demonstrated by authorized instructors and the content of the required courses.
Please note that the competencies in Sections 1-10 of the ABEA Handbook are the original competencies developed in 2003. The new competencies implemented in the summer of 2014 can be found in the 'New Course Competencies' section. The new competencies will be in the handbook starting January 1, 2015. Portfolios submitted after December 31, 2014 must be on the new forms with the new competencies. The new forms will be available by November 2014.
