High School Diploma Endorsement
On or before July 1, 2011, or as soon as fiscally practicable, the State Board of Education and the Colorado Commission on Higher Education must jointly adopt criteria indicating a student's Postsecondary and Workforce Readiness.
The State Board and Commission on Higher Education have agreed to move the joint adoption to Spring 2012, in order to align with the development and adoption of the graduation guidelines.
Criteria may be used by districts - but is not required.
A student with PWR endorsed diploma is guaranteed (subject to additional institutional review of other admission and placement qualifications):
- To meet minimum academic qualifications for admission to all open or selective public institutions of higher education in CO, and to be eligible for placement into credit-bearing courses.
- To receive priority consideration, in conjunction with additional criteria, for placement into credit-bearing courses at all other (highly selective) public institutions of higher education in CO.
CDE and DHE's planned steps
- Survey district leaders to understand current practices and opinions on diploma endorsements.
- National research
- Endorsed Diploma Task Force
- Create a Task Force to develop recommendations concerning the criteria for the PWR diploma endorsement. The role of each Task Force member will be to provide expert advice and serve as a representative of their constituent affiliation. The Task Force will convene in a series of five meetings scheduled to begin in late August and conclude by October 2011.
