The Colorado Department of Education is pleased to announce that Dr. Darcy Hutchins has joined the department as the Family Partnership Director. This is a new position facilitated by the recent passage of SB 13-193 (Increasing Parent Engagement in Public Schools). Darcy will be working closely with the State Advisory Council for Parent Involvement in Education (SACPIE).

Before joining CDE, Darcy worked the last eight years as a Senior Program Facilitator at the National Network of Partnership Schools at Johns Hopkins University. In this role, she provided technical assistance to districts across the country to implement school, family, and community partnership programs. She began her career as a first grade teacher in Baltimore City Schools.

Darcy has conducted multiple research studies about the impact of school- and district-level leadership on school, family, and community collaboration, as well as evaluation projects. She has multiple book and article publications, including Family Reading Nights (Eye on Education, 2009) and Multicultural Partnerships Involve all Families (Eye on Education, 2012). Darcy holds a bachelor’s degree in Elementary and Early Childhood Education from Brigham Young University, a master’s degree in Educational Studies (Emphasis on School, Family, and Community Collaboration) from Johns Hopkins University and a Ph.D. in Educational Policy Studies from the University of Maryland, College Park.

During October 2013, the State Advisory Council for Parent Involvement in Education (SACPIE) highlighted partnering resources to support stakeholders as they work together.

Partnering Resource One - National Standards for Family-School Partnerships

These documents and sites support the implementation of the National Standards for Family-School Partnerships (PTA, 2008), which are based on the research defining how to effectively support student learning between home, school, and community.

Partnering Resource Two - Family School, and Community Partnering (FSCP) Network and Bulletin

This Bulletin is designed for all education stakeholders and is published by the Colorado Department of Education, Office of Learning Supports. It is sent periodically to members of the FSCP Network, providing current information on trainings and resources. This edition describes SB13-193, Concerning Increasing Parent Engagement in Public Schools, and invites interested stakeholders to participate in a monthly Community of Practice (CoP). Partnering Resource Three - Working Together: School, Family, and Community Partnerships

This toolkit is a comprehensive, research-based, practical online resource providing information for educators and family members. It includes videos, forms, surveys, and articles in both English and Spanish.

October 8, 2013

The October 2013 Family and School Partnership in Education Month kick-off event was held October 8, 2013 in the Colorado Department of Education lobby from 11:45 a.m. until 12:15 p.m. Colorado Commissioner of Education, Robert Hammond, chaired the event and Lieutenant Governor Joe Garcia was an honored guest, closing the event with his summative remarks. Other speakers and topics included the following:

  • Senator Evie Hudak summarizing SB 09-90 and SB 13-193
  • Richard Garcia, Executive Director, Colorado Statewide Parent Coalition and SACPIE Member, reading the Proclamation
  • Michelle Winzent, Colorado PTA President and SACPIE member, describing the National Standards for Family-School Partnerships.

Over fifty people were in attendance, including numerous elected officials, CDE leaders, stakeholder organization representatives, families, educators, and SACPIE members. SACPIE provided the Proclamation and resources. October 2013 Governor's Proclamation of Family and School Partnership in Education Month in English and Spanish

The State Advisory Council for Parent Involvement in Education (SACPIE) is pleased to announce that Governor John Hickenlooper has designated October as Family and School Partnership in Education Month. The goal of this special month is to actively share information and support families and educators working together to ensure learning success for every student, from pre-school to postsecondary and workforce readiness, and including higher education. Over forty years of research has found that specific home-school partnering improves student achievement and homework completion, school attendance, and graduation rates for students of differing cultures, languages, and abilities. The National Standards for Family-School Partnerships (PTA, 2008) are based upon this research and guide educators and families in implementing everyday effective partnering practices. These standards have been incorporated into the legislation that guides SACPIE in its advisory responsibilities and will be highlighted during this month. They are: Welcoming All Families into the School Community, Communicating Effectively, Supporting Student Success, Speaking Up for Every Child, Sharing Power, and Collaborating with the Community.

SACPIE’s Higher Education Committee has posted Best Practices for Parent Involvement in Higher Education, a research-based document.
