Welcome to the Unit of Federal Program Administration (UFPA) at the Colorado Department of Education.

UFPA administers funds under the Elementary and Secondary Education Act (ESEA) as well as a variety of other federal and state competitive grants and awards.

ESEA is the primary federal law affecting K-12 education. The main goal of ESEA is to help all students in the state to reach proficiency in English language arts/reading and mathematics and is built on four pillars:

  1. Expanded local control and flexibility
  2. Doing what works based on scientific research
  3. Accountability for results
  4. More options for parents

ESEA Tydings Waiver Approved

CDE received approval to waive the Tydings Amendment that limits the expenditure of grant funds to 27 months.  The waiver extended the spending period for 2009-2010 ESEA State-administered formula funds.  More . . .
