Supplemental Educational Services (SES)

As part of the federal No Child Left Behind Act (NCLB) of 2001, any school that is in its second year of School Improvement, or on Corrective Action or Restucturing, must offer supplemental educational services to eligible children in the school from a provider approved by the Colorado Department of Education and selected by the parents [ESEA, Section 1116(e)(1)].

SES is free tutoring offered outside of the regular school day and designed to increase the academic achievement of low-income students in low-performing schools. These services may include academic assistance such as tutoring, remediation and other educational interventions. Supplemental educational services must be high quality, research-based, and specifically designed to increase student academic achievement on the state assessment. Any service provided will be paid for by the school district. 

The main purpose of supplemental educational services is to:

  • increase the academic achievement in reading/language arts or mathematics of eligible students as measured by the State's assessment system and;
  • enable these children to attain proficiency in meeting the State academic achievement standards.

The Colorado SES Code of Ethics were written by CDE in collaboration with districts and SES providers in August 2007.  In January 2010, they were reviewed and revised by CDE, districts, and SES providers. Providers approved by CDE to provide SES services in the state of Colorado must conduct business in compliance with the Code of Ethics in addition to all other statutes and regulations. Colorado districts that are required to implement SES must also do so in compliance with the Code of Ethics in addition to all other statutes and regulations.

Monitoring Providers and Evaluating the Program

The following documents provide the standards and techniques used by CDE for monitoring and evaluating the quality and effectiveness of the services offered by approved SES providers. The protocol for evaluation also includes the criteria used to remove providers from the approved provider list. Specifically, providers that have failed to increase the academic proficiency of students for two consecutive years, based on the statewide evaluation of SES, will be removed from the approved provider list. Please refer to the following documents for specific criteria, standards, and techniques for removing providers.

Evaluation Reports

The Colorado Department of Education, Federal Programs Administration Unit, hired external evaluators, OMNI Institute, Inc., to evaluate the effectiveness of the SES programs implemented in Colorado, including analyses of the effectiveness of each provider. Each year's evaluation report, as well as a summary of the evaluation across the years, is available below.

Application to Reallocate 20% Obligation

Districts that would like to be able to reallocate unexpended SES and Choice 20% obligated funds in accordance with §200.48(d), must apply to reallocate these funds using the “Application to Reallocate 20% Obligation”. The Application must be submitted to CDE via the C-FIRS Tracker System (https://tracker.cde.state.co.us). Upload the completed Application to the Filing Cabinet in the SES and Choice Set-aside Indicator located in the “SES and Choice Set-Aside Instrument.” The form is attached here for convenience. If a district does not apply to reallocate the SES funds by June 30, 2012, those SES funds must be carried over into the 2012-2013 Consolidated Application and used for such purpose in the next school year. These funds would be set aside in addition to the 2012-2013 required set aside for that year.
