On December 10, 2015, the Every Student Succeeds Act (ESSA), which reauthorizes the Elementary and Secondary Education Act (ESEA), was signed into law. The passage of ESSA provides a much anticipated opportunity to improve achievement outcomes for all students by providing effective programs supported with Titles I, II, III, and IV funding.
Under the ESSA, state educational agencies (SEAs) are required to collect local education agency (LEA) plans that address the requirements of the law, as well as descriptions of the activities the LEA will implement with its Title I, II, III, and IV allocations. To meet this requirement, the Colorado Department of Education (CDE) has developed, with stakeholder input, a new consolidated application, which includes a set of five cross-program questions, organized around five core elements:
- A comprehensive needs assessment;
- Meaningful, ongoing consultation with parents, teachers and other community members;
- The identification of students in need of additional support;
- Delivery and progress monitoring of evidenced-based student supports; and
- Evaluation of programs and activities funded by the ESSA.

In addition to the five cross-cutting program questions, the consolidated application contains several program-specific questions for Titles I, II, III, and IV that may or may not be applicable to your LEA. The application questions are attached to this email for your convenience. With annual updates to the budget, the 2017-18 consolidated application will serve as your LEA’s plan through the 2019-20 school year and may be revised as needed. Applications are due by June 30, 2017. However, if necessary and with the support of CDE staff, LEAs will have until September 30, 2017 to finalize their ESSA plans.
CDE understands that the consolidated application has expanded from the transitional application used last year. To support LEAs in meeting the new requirements of ESSA, CDE is hosting a variety of opportunities to assist LEAs as they develop their LEA plans. Supports include:
- Consolidated Application trainings, including an online session;
- Virtual Academy Work Sessions;
- BOCES and member district work sessions, as requested; and
- Individualized support for planning.

The new law broadens the allowable uses of title funds and our goal is to help ensure that you understand all of the opportunities this funding affords your LEA. CDE is pleased to announce the 2017-2018 ESEA Consolidated Application regional training opportunities, presented by the Unit of Federal Programs and the Office of Grants Fiscal. Training sessions are designed to provide details regarding the Consolidated Application and familiarize applicants with the online platform.
The day will be structured in two parts; the morning session, from 10:00am-11:30am, will provide an overview of major changes in ESSA, new program flexibility, and the LEA plan questions and resources. The afternoon session, 12:30pm-3:00pm, will go over fiscal responsibilities and a walk-through of the online application system. CDE staff will be available for questions throughout the day. Work sessions over lunch and at the end of the day have been built into the agenda for applicants that would like one-on-one support from CDE staff.
Training on basic program requirements has been provided through the ESEA Virtual Academy. Practitioners new to Federal programs or those in need of a refresher are encouraged to view the virtual work session recording(s) prior to attending the Consolidated Application trainings.
Training will be offered at the following times and locations. Training will begin at 10 am at each location and agenda items will conclude at 3 pm. Training materials will be provided to registered participants in advance to allow for review prior to the session. Lunch will be provided.
Attendees are encouraged to bring the following items to training sessions: Laptop/tablet, a copy of last year’s application, UIP (district and school, as appropriate), responses to LEA plan questions (if any), and your questions for CDE.
