The Office of Federal Program Administration (OFPA) at the Colorado Department of Education administers funds under the No Child Left Behind Act (NCLB) of 2001. NCLB reauthorized the Elementary and Secondary Education Act (ESEA) -- the primary federal law affecting K-12 education. NCLB is built on four pillars:
  1. Expanded local control and flexibility
  2. Doing what works based on scientific research
  3. Accountability for results
  4. More options for parents

The main goal of NCLB is to help all students in the state to reach proficiency in English language arts/reading and mathematics by the year 2014.
