Consolidated Federal Programs Application
CDE continues to offer the consolidated grant application process to
Local Educational Agencies. The No Child Left Behind (NCLB) Consolidated
Federal Programs Grant Application includes the following programs:
Title I, Part A;
Title II, Part A; Title II, Part
D; Title III, Part A;
Title III Set-aside; Title
IV, Part A; Title V, Part A; and
Title VI Part B.

2009-2010 Consolidated Application
The overall format of the online 2009-2010 Consolidated Application will be the same as in years past; however, some changes will be made to the program narrative. Rather than being structured by individual needs, each program narrative will include a series of required elements, or program-specific questions that will need to be addressed. Each Title program has developed a rubric for the application narrative. The rubric criteria specify the overall expectations of each element. The “Meets Requirements” column identifies what is expected to be included in the application.

ARRA Waivers Granted
CDE received approval from the US Department of Education to allow Local Education Agencies (LEA) to request waivers for the following statutory set-asides as related to the Title IA ARRA funding.
- 20 percent set-aside for choice transportation and supplemental educational services
- 10 percent set-aside for professional development for LEAs identified for improvement
- 10 percent set-aside for professional development for schools identified for improvement
- Calculating the per-pupil maximum allocation for SES
