Implementation Resources
As your district prepares to implement S.B. 10-191, CDE has
created a number of resources to aid you in the process. The
resources are divided into three sections: district resources,
measuring the 50% professional practices portion of the evaluation
and measuring the 50% student learning outcomes (student growth)
portion of the evaluation.

As you
begin to prepare to implement the new educator evaluation requirements
in 2013-14,
CDE has created an example timeline and process to follow as a support
tool. Use this document as an optional guide to begin thinking about
your district's process and potential timeline to implement the new
evaluation requirements.

Colorado Legacy Foundation's S.B. 10-191
Toolkit
The Colorado Legacy Foundation's toolkit supports districts in
implementing requirements of the state’s new evaluation system. It’s
a one-stop-shop for access to resources developed by the Colorado
Legacy Foundation, the Colorado Department of Education, and
numerous partner organizations. The toolkit also includes examples
of how districts involved in the Colorado Legacy Foundation's
Integration Initiative are implementing the new evaluation
requirements. Please

S.B. 10-191 Implementation Strategies Brief
CDE is using
pilot experiences and feedback to inform strategies for statewide
implementation of S.B. 10-191 requirements. In January 2013, CDE
brought together a panel of early implementers to discuss their
preliminary experiences with the new evaluation requirements and the
state model system. This implementation brief highlights key ideas
and insights from the panel discussion.

Practices
Colorado State Model Evaluation System Rubric
To support districts in their implementation of
Senate Bill 10-191, CDE is creating a State Model Evaluation System
for teachers and principals. While not mandatory, this system
provides an option that focuses on teachers' professional growth and
aligns with State Board of Education
rules.

Colorado’s surveys
(Note: You will be leaving this website)
are being developed by the Colorado Legacy Foundation and piloted in
diverse districts across the state during the 2012-13 school year.
If demonstrated to be a valid and reliable means of collecting
evidence about principal performance, the Colorado Department of
Education plans to offer the surveys to districts that may
voluntarily choose to use them to evaluate and support principals.
Student Perception Survey (Colorado Legacy
Foundation)

Colorado is developing and piloting a Student Perception Survey
for three purposes. 1. Provide teachers with meaningful feedback
about how their practice impacts student learning. 2. Use student
voice and experience in a meaningful way that directly impacts
teaching and learning. 3.Serve as an optional additional measure of
educator effectiveness in accordance with S.B. 191.

Outcomes
Student Learning Outcomes Guidance
This initial draft guidance is intended to give districts
and BOCES a starting point for determining the 50% student growth or
student learning outcomes portion of teacher and principal
evaluations. CDE is using pilot experience and overall feedback to
improve this guidance over time. To access,

Assessment Review Tool
The Assessment
Review Tool is designed to help Colorado educators rate an
assessment’s potential for measuring student academic growth aligned
to the Colorado Academic Standards. The collaborative use of this
tool is one way that districts and BOCES can include teachers in a
discussion regarding the assessment measures used in their
performance evaluations. Proper use of the Assessment Review Tool
requires thorough documentation of the rating for each assessment
and, in turn, will build confidence and support in using the
assessments for evaluation purposes. This tool helps measure the
extent to which as assessment does the following:
- Aligns to the Colorado Academic Standards
- Includes rigorous scoring criteria
- Is fair and unbiased
- Provides opportunities for learning
Assessment Review Tool - Use of the Assessment Review Tool is the first step in ensuring that measurements of student academic growth are fair, valid and reliable. Users will need to use Microsoft Excel or a compatible program to access and use the tool.

Depth of Knowledge (DOK) Level Charts - These charts explain the different types of depth of knowledge levels and should be used in conjunction with the Assessment Review Tool when rating an assessment's level of rigor and alignment with the Colorado Academic Standards and subject area.

Coding the Colorado Academic Standards - This document explains the reference system used for the Colorado Academic Standards. Educators should use this tool to understand and reference the standards being tested in assessments.
CDE Resource Bank
CDE is working with the
Colorado Content Collaboratives to build the
CDE Resource Bank
consisting of high quality assessments, aligned to the Colorado
Academic Standards, for all grades and content areas. This CDE
Resource Bank provides districts with optional assessments to use in
their classrooms.
The initial launch of the
CDE Resource Bank
includes assessments reviewed by the Colorado Content Collaboratives
for music, dance, drama, social studies and some reading, writing &
communicating. Please check the website for updates on availability
of additional assessments. More reading, writing & communicating
assessments as well as assessments for visual arts are being added
to the bank. Additionally, in January 2013, assessments from Cohort
II which includes the subjects of comprehensive health, mathematics,
physical education, science, world languages and career & technical
education will be added to the CDE Resource Bank. While the bank
will continue to be updated with more assessments and instructional
supports, the initial launch allows pilot districts to field test
assessments for use in teacher evaluations this year.
Note: all assessments that are to be recommended for inclusion in
the CDE Resource Bank must be vetted through the use of the
Assessment Review Tool.
