News Release

Associate commissioner selected to lead education innovation and school choice initiatives

Education Commissioner Robert Hammond announced today he has selected Rebecca Holmes as the state’s new associate commissioner leading the Division of Innovation, Choice and Engagement.

Holmes will direct the Department’s work on education innovation, including the state’s work with the Global Education Leadership Program, an international program designed for education leaders from around the world. Also, Holmes will oversee the Department’s role in exploring and fostering expanded learning opportunities to meet the growing need to customize education in ways that go beyond traditional settings and means.

“To be successful in this critical role, we needed a visionary leader who can spark progress in engaging students in new, more meaningful ways,” Commissioner Robert Hammond said. With Ms. Holmes, we found a leader who understands innovation. We’re thrilled she’s joining our team.”

Holmes currently serves as CEO of KIPP Colorado Schools, a charter management organization with three public charter schools, providing college-preparatory education for more than 1,000 low-income Denver students.

Before her tenure at KIPP, Holmes was a senior consultant at Deloitte Consulting providing change management and large-scale project management work for a variety of clients. Prior to joining Deloitte, she was a fellow/program director at El Pomar Foundation where she gained experience working with small, rural communities outside of Denver. She has also served as a Fellowship Alumni Trustee for El Pomar Foundation and has supported other Colorado education organizations as a board member and consultant. Holmes began her career in education as a seventh- and eighth- grade teacher.

Holmes earned her bachelor’s degree in history from Yale University. She went on to earn a master’s in business administration at Harvard Business School. She will begin her duties at the Colorado Department of Education in mid March.
